Manager, Livelihood and Food Security Development Program (PDM) – Occupied Palestinian Territory

What we are looking for:

An experienced Livelihoods and Food Security (LFS) Programme Development Manager (PDM) who will lead the design, development and qualitative implementation of the LFS programme in Palestine, in close collaboration with the other technical programme leaders.

What you will do:

  • Contribute to the revision of the country program strategy of NRC Palestine.
  • Lead the design of high-quality and appropriate concept notes and proposals for fundraising from donors, for both emergency and medium/long-term programming, ensuring integrated approaches where appropriate.
  • Write and review relevant reports, ensuring they are of high quality and technically accurate.
  • Provide technical advice at field level and advise the Country Director, Head of Programme, Area Managers and Project Managers on technical strategies, approaches and best practices for LFS.
  • Proactively engage in processes with external stakeholders (including donors, working groups, consortia) and conduct external engagement to position the NRC for funding opportunities, to scale up high-impact interventions, and to test innovations and disseminate best practices.
  • Develop program SOPs for assessments, targeting, verification, distribution, and monitoring for LFS modalities.
  • Adapt the NRC’s climate change and environmental strategy into LFS programming, ensuring contextual relevance and sustainability.
  • To identify, facilitate and stimulate innovative approaches to programming in the country office, including collaboration with other countries in the region where relevant.
  • Work closely with the other core competencies/PDM specialists and thematic advisors to identify synergies and/or integration through the NRC PCM cycle.
  • In collaboration with MEL monitoring, evaluation and learning staff, design and implement an appropriate MEL system, methodologies and tools (including baseline, mid-term and final evaluations) for livelihoods programming to measure the quality of programming and evaluate the impact, cost-effectiveness and relevance of specific activities.
  • Conduct reporting and documentation of relevant experiences and actively participate in MEL activities through the PCM, including regular assessment of MEL data through the GORS platform.
  • Conduct, together with other CCs, all LFS assessments (i.e. household vulnerability, food security, climate impact and market assessments) and response analyses and advise the country programme on appropriate and relevant actions needed to ensure data-driven decisions.
  • Develop and test tools and methodologies to support participant communication and community engagement in target areas.
  • Assist in recruiting staff for Livelihoods & Food Security CC, together with HR and Regional Managers, and develop and implement a capacity development strategy for them.
  • Contribute to the implementation of minimum standards for safe and inclusive programming in your work area.
  • Any other relevant tasks assigned by the line manager (head of programs).

What to bring:

  • A Bachelor’s degree in a relevant field (environment, agriculture or a related scientific field). An advanced academic qualification is an added advantage.
  • Minimum 5 years of experience in the Livelihood and Food Security field in a humanitarian/recovery context, preferably with displaced communities. Knowledge of the Middle Eastern context and understanding of the Palestinian humanitarian context and crisis is highly desirable.
  • Experience working in complex and unstable contexts.
  • LFS core competence expertise (food aid, food and agriculture systems, business, entrepreneurship and employment, social safety net, etc.).
  • Experience with start-up and scale-up projects, emergencies and early recovery situations.
  • Experience in integrating evidence-based approaches to program quality throughout the project lifecycle.
  • Experience in setting up innovative partnerships with external parties.
  • Experience in leading multi-sector market analyses and analyzing the findings is an advantage.
  • Experience in designing and implementing innovative, market-oriented income-generating activities in both urban and rural contexts.
  • Extensive experience in resilience programs, including natural resource management and nutrition-sensitive programming, is required.
  • Experience in financial inclusion including small business support, value chain analysis, private sector engagement, M4P approaches and savings groups is an advantage
  • Effective team building, intercultural communication and conflict mediation skills.
  • Experience in designing and delivering capacity building for teams, including coaching, mentoring and remote training.
  • Knowledge of own leadership skills/profile with documented results related to the responsibilities of the position.
  • Advanced computer skills, particularly in MS Office; Word, Excel, Power Point and Outlook
  • Fluent in English, both written and spoken. Knowledge of Arabic is desirable.

What we offer:

  • Location: Jerusalem, Palestine
  • Contract: 12 months (extension subject to performance and availability of funds)
  • Travel: 30% to regional offices (NRC operational areas)
  • Salary/benefits: scale 9 on the NRC salary scale, with associated conditions
