JOHANNESBURG – There are concerns that criminal intelligence agencies are doing too little when it comes to security risks.

The country is plagued by kidnapping syndicates, construction mafia and protection gangs.

Johannesburg Mayor Dada Morero proposed recruiting immigrants to fight crime.

He said this would enhance the JMPD’s capacity to gather intelligence on crime.

Morero withdrew the proposal and apologized after widespread outrage.
