SOLIDARITY INTERNATIONAL (SI) is an international humanitarian aid organization that has been helping populations affected by armed conflict and natural disasters for over 40 years by meeting their basic needs for food, water and shelter. SI is particularly committed to combating diseases linked to unsafe water, the leading cause of death worldwide. SI’s interventions provide expertise in the areas of access to drinking water, sanitation and hygiene promotion, but also in the essential areas of food security and livelihoods. SI teams are present in 26 countries and consist of a total of 3,200 people, made up of expatriates, national staff, permanent staff at headquarters and a few volunteers. They intervene with professionalism and dedication, respecting cultural norms.

About the mission

The conflict in Ukraine has dramatically and rapidly escalated since February 24, 2022, with massive multidimensional attacks by Russian forces across Ukraine, from the eastern, northern and southern borders, affecting a large part of the country, including the capital Kyiv. This attack was immediately followed by massive displacements, with more than 4,500,000 Ukrainians seeking refuge in neighboring countries. About 6,500,000 are internally displaced, mainly in the western part of the country. In the east, the consequences of the conflict are being felt and humanitarian operations are supporting people who remain on the frontlines.

The SI strategy aims to support populations on the move, those displaced where they settle and populations on the frontlines directly affected by the ongoing conflict through a multi-sectoral approach, including WaSH, shelter, NFI, food security and multi-sectoral cash activities.

Mission: size, bases, budget, number of expats and national staff:
The Kiev Coordination was the last base opened in the country around September-October 2022. Before that, SI opened and developed activities in Mykholaiv, Dnipro and Kharkiv.

The projected budget was around 30 million for 2022-2023 (early to mid-2023). SI expects to support the Ukrainian population in both countries for an expected amount of 24 million euros.

The mission is set up as follows:
One coordination based in Kiev
One operational base in Mykolaiv
One operational base in Dnipro
One operational base in Kharkov

Major current donors include BHA, ECHO and CDCS.

The mission is under development and currently has approximately 30 expats and 100 national employees.

About the track

General purpose:

The program manager is responsible for the implementation and achievement of the objectives defined in the proposals.

He/she is responsible for supervising the operational teams assigned to his/her program.

He/she is responsible for the proper implementation and quality of the programme carried out and, if necessary, proposes adjustments or developments to ensure its relevance.

Priorities for the first 2/3 months:

1 – Monitor and conclude WaSH and Shelter activities related to the termination of the BHA project
2 – Start 1 WaSH and 1 Shelter project
3 – Team capacity building in light of SI tools and procedures
4 – Contribute to the SI programme strategy in Southern Ukraine, including assessments and ad-hoc emergency responses

Responsibilities and main activities:

  • Contribute to the preparation of assessments
  • Contribute to defining Solidarités International’s local strategy and contribute to the annual programming by proposing new activities
  • Plan activities and activity cycles for WASH (recruitment, procurement, etc.) in light of established objectives
  • Used the project management, monitoring and evaluation tools for WASH, in particular the planning and monitoring timeline

  • Use the capitalization tools offered by Solidarités International
  • Participate in the centralization and distribution of procedures, manuals and tools related to WASH activities

  • Define together with the administrative department the requirements for open WASH positions; adjust existing job descriptions if necessary
  • Please pass on any information regarding the security situation or any event that could affect Solidarités’ activities and the safety of its teams to the relevant persons.
  • Draft activity reports and any attachments relating to specific activities for the donor financial reports and/or amendments

Your profile

Education / academic background:

Studies in the field of water management/environmental project management

Specific skills and experience:

  • good understanding of the technical WASH activities (technical assessment analysis, assessment of BOQs and technical specifications, selection of technical solutions, support to the logistics department in analyzing the technical part of contractors’ offers) and shelter activities (household level with repairs of private homes).
  • conduct needs assessment and propose intervention strategies based on the needs assessment, and contribute to the SI programme strategy in Ukraine.
  • security management in collaboration with SI Security Focal Point and with respect for SI SOP and regulations

TECHNICAL SKILLS

  1. Program management (program, financial, administrative and logistical follow-up of multiple projects under multiple sectors)
  2. Technical knowledge and skills in WASH activities (rehabilitation of water supply systems, water purification methods, water transportation, etc.) and shelter activities (repairs of shelters at household and institutional level)

TRANSVERSAL SKILLS

  1. Communication skills to ensure good cooperation with other departments and stakeholders.
  2. Management skills to guide the national team and build their capacity
  3. Organization of work (planning, anticipation, communication, division of tasks, etc.)

SI will offer you

A paid position:
According to experience, from EUR 2310 gross per month (2100 basic salary + 10% annual holiday allowance paid monthly) and a monthly Per Diem of USD 700.

SI also covers accommodation costs and travel expenses between the expat’s country of origin and the place of employment.

Breaks: During the assignment, a system of work-leisure rotation will be applied at a rate of 7 working days every three months (with a break allowance of USD 850, granted by SI). To these break periods, SI will grant one (1) additional rest day per month worked.

Insurance package: Expats benefit from an insurance package that covers all healthcare costs (including medical and surgical costs, dental and ophthalmological costs, repatriation) and a welfare system including war risks. Essential vaccination and anti-malaria treatment costs are covered.

LIVING CONDITIONS:

  • Individual, comfortable room in the guesthouse, with 24/7 electricity.
  • Internet and telephone network available
  • Lots of restaurants, a gym and social activities to choose from (yoga, restaurants that cater to all diets)
  • National curfew at midnight.
  • Multiple INGOs and opportunities to socialize with expats and Ukrainians.

For safety reasons, access to the vast majority of intervention areas is possible and encouraged. Some movements close to the contact line are limited to strong.
