Advisor – AHP Tonga Consortium – Results Monitoring – Tonga

CARE Australia is seeking a consultant to conduct an outcomes monitoring exercise in Tonga, for the Hunga Tonga – Hunga Ha’apai Disaster and COVID-19 Recovery and Resilience Activation, Tonga.

About the role

CARE is a humanitarian non-governmental organization committed to working with poor women, men, boys, girls, communities and institutions to have a significant impact on the root causes of poverty. This program is a collaborative effort, involving five AHP consortium partners and a broad cross-section of Tongan civil society organizations and government stakeholders, to address the immediate humanitarian and early recovery needs of those affected by the HTHH volcanic eruption and tsunami, while ensuring that the people of Tonga (with a specific focus on the most vulnerable) are well prepared for and more resilient to future disasters and climate change. The consortium is coordinated by CARE Australia.

The programme addresses needs in the WASH, Protection (psychosocial support), Livelihoods and Disaster Response sectors, with a strong focus on Gender Equality, Disability and Social Inclusion (GEDSI), localization and capacity building for social protection, particularly the government.

The project started in 2022 and will be completed in November 2024. Three implementing partners will have completed their activities by the end of December 2023; the remaining three implementing partners will complete their activities in 2024.

Purpose of the advice

The aim of the consultancy is to conduct a results monitoring exercise, with a primary focus on collecting data on programme results for the three projects completed in 2023. However, results monitoring aspects may also be included for the projects active in 2024.

Domain

The programme that was implemented affected ‘Eua, Ha’apai and Tongatapu. The outcome monitoring exercise will visit a sample of communities in all three divisions. The sample will be selected by the Consortium’s M&E Advisor and finalised in consultation with the successful applicant.

Expected approach and methods

The Consortium M&E Consultant prepares all data collection tools for the outcome monitoring exercise. The consultant works with the consultant to finalize tools and advise on cultural considerations. The consultant completes the translation of tools from English to Tongan.

The consultant will be linked with focal points in implementing organisations to facilitate introductions to community focal points in target communities and to plan travel. The consultant will be responsible for booking their flights, ground transportation and accommodation; CARE will provide reimbursement.

The consultant travels to selected community sites in the three divisions to conduct key informant interviews and a small number of household surveys. If the consultant has a suitable mobile device or tablet, data collection can be electronic; alternatively, paper tools should be printed and prepared by the consultant.

The consultant writes notes and enters data in English and provides it to the Consortium M&E consultant, who is responsible for the analysis and writing of the report. The consultant also participates in a debriefing and interpretation session with the M&E consultant.

Format of the deliveries

  • Written notes of interviews with key informants (with a good level of detail and translated into English)
  • Enter survey data via an electronic app or in Excel.

Lines of communication

The main point of contact for the consultant will be the Consortium M&E Advisor. The contract manager will be the CARE Australia AHP Tonga consortium coordinator.

Communicating results

The report with the monitoring results will be shared with the partners and participating stakeholders.

Ideally you have:

  • Experience in conducting key informant interviews and household surveys
  • Experience with data entry and writing interview transcripts
  • Ability to converse and write in Tongan and English
  • Independent individual who can work independently
  • Knowledge of safety aspects and cultural protocols in fieldwork
  • Knowledge of humanitarian and development programming approaches in the Pacific region
  • Experience working in Pacific contexts and cultures (or demonstrable experience and skills from another region that can be adapted)
  • Experience in research, communications, humanitarian aid or development programs
