Grand Terrace man arrested on child pornography charges after NCMEC cyber tip

A Grand Terrace man has been arrested on charges of possession of child pornography following a cyber tip. According to the San Bernardino County Sheriff’s Department, 38-year-old Christopher Monroy was arrested after detectives investigating tips from the National Center for Missing and Exploited Children executed a search warrant at his home on Thursday, August 22.

As part of Operation Online Guardian, a collaborative effort to detect and stop Internet Child Pornography (CSAM), officers from the Sheriff’s Department, Central Station, conducted a search that led to the discovery of incriminating evidence in Monroy’s home. Tips that initiated the investigation, provided by NCMEC, were crucial and led investigators directly to the source of the illegal content. Following the search, Monroy was arrested for violating PC 311.11, a law that imposes severe penalties on those found in possession of Internet child pornography. His bail is currently set at $30,000.00.

The investigation, now under review by the U.S. Attorney’s Office, has opened a grim window into the ongoing fight against digital child exploitation.
