Founded in Cambodia in 1982 and now active in over 60 countries, HI is an independent and impartial aid organisation working in situations of poverty and exclusion, conflict and disaster. HI works with people with disabilities and vulnerable populations, taking action and witnessing to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

In Cambodia, HI is currently implementing three projects in the provinces of Phnom Penh, Siem Reap, Kampong Cham, Tboung Khmum, Takeo, Prey Veng, Siem Reap and Kratie.

  1. SHARE Project: Consists of two components. This project is financed by MoFA Lux for 5 years (2023-2027):
  • Inclusive Education (IE) Component: Ensure accessibility of inclusive education for people with disabilities, especially girls.
  • Rehabilitation Component (REHAB): Improving access to high-quality rehabilitation services and strengthening referral to the health care system.
  1. ATscale project: Strengthening government capacity to increase access to and management of Assistive Technology (AT) services in Cambodia. This project was funded by UNOPS through ATscale for 3 years (2023-2026).
  2. Development and Risk Management Project (DARM): support the long-term development and risk management of the Cambodian Self-Help Demining Organization. The U.S. Department of State, Bureau of Political-Military Affairs (WRA) is funding this project for 5 years (2021-2025).

HI is looking for a qualified candidate for the following position:

  • Position Project employee
  • Location: Phnom Penh (with regular trips to 6 provinces for training and project development activities)
  • Contract type: Fixed Term Contract (FDC), 12 months
  • Work schedule: Full-time (40 hours per week)
  • Expected start date: October 1, 2024
  • Salary and benefits package: Salary scale from $839 (based on experience) and other benefits are in accordance with HI Cambodia’s remuneration policy.

General mission

Reporting to the Project Manager, the Project employee contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country. He/she is responsible for the implementation of his/her project. He/she ensures optimal quality and impact of the project through a delegation system with appropriate oversight mechanisms. With all other HI managers, the Project Officer shares the responsibility for the sound management and effective functioning of the global organization.

Missions / Responsibilities

Mission: Operational implementation

  • Responsibility 1: Contribute to project planning and execution in line with existing frameworks
  • Ensure that activities are performed and resources are allocated correctly as authorized by the project manager.
  • Ensure regular reporting of activities and contribute to internal and external reporting as requested by the Project Manager.
  • Contribute to identifying project components where adjustments are needed and propose adjustments to the project manager.
  • Contribute to the preparation of change requests at the request of the project manager.
  • Contribute to the coordination with local stakeholders and to the monitoring of the partnership relationship with the project partners.

Ensure that project documents and information are properly archived.

  • Responsibility 2: Contribute to project monitoring, evaluation, accountability and learning
  • Contribute to the monitoring of projects, in particular the progress indicators of activities and the expected results.
  • At the request of the project manager, contribute to project evaluations and ensure that project evaluation recommendations are followed up.
  • Contribute to the establishment and smooth operation of accountability mechanisms.

Contribute to project learning.

  • Responsibility 3: Ensure project data management
  • Ensure that appropriate data collection and management tools are in place and used correctly within the project, in accordance with global standards.

Collect and compile project-related data into the relevant database.

  • Responsibility 4: Contribute to the coordination of project teams
  • If necessary, in consultation with the project manager, organize coordination meetings between the project teams and the support services in the area.

Ensure that project teams and supporting teams (particularly shared and technical services) work well together to facilitate project implementation in country.

  • Responsibility 5: Contribute to external project communication
  • Contribute to HI’s external influence by participating in networks where appropriate.

  • Required qualifications:
  • At least a completed Bachelor’s degree in Business Administration, Agriculture/Livelihood, Economics, Social Sciences or a related discipline,
  • Minimum 3 years of experience in similar tasks and 5 years of experience in project implementation
  • Knowledge related to micro-enterprise development and/or inclusion of people with disabilities
  • Facilitating skills – experience in managing awareness campaigns and information sessions in communities
  • Experience in a livelihood or TVET project and in supporting individuals in developing a personal action plan / providing personalized support / developing income generating activities in rural areas
  • Experience in working with the private sector, disability organizations, TVET centers and livelihood stakeholders.
  • Experience in working with local authorities is considered an important asset.

Experience in working with vulnerable groups and people with disabilities is required
