IJM’s Center to End Online Sexual Exploitation of Children protects children in the Philippines and scales up the fight against this crime globally. The Center uses and shares effective practices and models from IJM’s Philippines program to improve justice and private sector responses to online sexual exploitation, resulting in sustainable child protection and accountability for perpetrators.

Yayasan Integritas Justitia Madani Indonesia (IJMI) is an independent local foundation established in Indonesia in March 2023. Yayasan IJMI is a partner of International Justice Mission. In this partnership, Yayasan IJMI adopts IJM’s systems, models, approaches and resources that are trusted and proven to deliver the impact that Yayasan IJMI also expects or aspires to.


Objective

IJM, through the Center to End Online Child Sexual Exploitation (‘Center’), aims to Lawyer Consultant to manage the implementation in the country itself 10 months scoping assessment project funded by the Australia Attorney General’s Department (“AGD”). The Legal Adviser serves as the Centre’s in-country representative to the Indonesian government, civil society and other identified partners.

The Legal Advisor will lead the implementation of the AGD grant in-country, specifically as IJM reviews previous justice system analyses and facilitates a human-centered design (HCD) process to identify and determine the system’s needs in terms of technical assistance, legislation and policy, and capacity building or development.


Scope of work

The Advisor will collaborate with the Center’s project team, coordinate with the IJMI Foundation (as needed and useful), and collaborate with relevant internal and external IJM stakeholders across OSEC programs and IJM regions.

This position reports primarily to the Executive Director, Yayasan Integritas Justitia Mandani Indonesia with matrix reporting to the Director, Prosecution & Aftercare, Center to End Online Sexual Exploitation of Children. The candidate will be based in Jakarta, Indonesia with occasional domestic and/or international travel within Southeast Asia.

The activities include several components, including (but not limited to) the following:

  1. Supports project teams in developing detailed project plans, including timelines, milestones, and resource allocation.
  2. Identify project risks and develop strategies to mitigate them.
  3. Monitor the progress of the project and propose well-considered adjustments as necessary to ensure the successful completion of the project.
  4. Manage and maintain relationships with project stakeholders to ensure project objectives are achieved.
  5. Work with the Center, IJM’s OSEC and FLS programs, and IJMI Foundation program staff to complete the project on time and manage expectations for delays or changes in schedule.
  6. Participate in the preparation of timely, high-quality reports on all grant-specific project activities, in accordance with the grantmaker’s and IJM’s internal processes.
  7. Monitor and document project activities and assess whether they meet the intended project goal.
  8. Provide project-related activity reports as required.
  9. Record the minutes of the meeting and make them available for reference.
  10. Save project documents in the approved project folder (and in Justice Data Solutions if necessary).
  11. Coordinate necessary logistics for project activities (training events, travel, etc.), including scheduling, transportation, lodging, finance, facility rental, participant registration, communications, and administration.
  12. Limited international travel is optional, but may be available.


Consultancy Timeline

The advisor will have access to a fixed-term contract from the agreed start date up to and including June 2025Subject to IJMI contract policy and country labor laws, he/she is expected to work 20 hours per week on project tasks, with possible extension of hours during high-level events and meetings.


Experience as a consultant

The consultant is expected to have extensive legal and policy experience in international development or a relevant field. Detailed qualifications are as follows:

  • A Bachelor’s degree in law (Sarjana Hukum) is required; a Master’s degree in law (Magister Hukum) is an asset, but not required.
  • Admission by the Indonesian Advocates Association (PERADI).
  • At least 5 years of experience as a lawyer in a criminal court, a civil court, a legal department of a company or as a litigation lawyer in a law firm or NGO.
  • Knowledge of child protection, especially in the area of ​​online child protection, is an added value.
  • Knowledge of relevant Indonesian laws and regulations, including the Criminal Code and related procedures, and current developments in legislation and procedures relating to child protection, online child sexual exploitation and human trafficking.
  • Experience in engaging a variety of stakeholders, including (but not limited to) law enforcement, the Public Prosecution Service, civil society and academia.
