• Coordinated communication with UNODC offices in Vienna and in the field, as well as with CSOs, academics and the private sector is ensured. • The SE4U face-to-face trainings and e-learning courses are effectively implemented for stakeholders from all regions. • The activities to ensure successful voluntary pilot initiatives are adequately implemented. • Reports of the SE4U trainings and SE4U e-learning course are prepared. • The drafting of the new SE4U Toolkit is supported. • The integration of the prevention component into SE4U activities is supported.

Tasks and responsibilities

The United Nations Office on Drugs and Crime (UNODC) is the guardian of the United Nations Convention against Transnational Organized Crime (UNTOC), the main international instrument in the fight against transnational organized crime. The Convention is further supplemented by three Protocols that focus on specific areas and manifestations of organized crime: the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children; the Protocol against the Smuggling of Migrants by Land, Sea and Air; and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components and Ammunition. The aim is to promote cooperation to more effectively prevent and combat transnational organized crime. Through the GLOU68 programme, UNODC specifically works to facilitate meaningful participation of relevant stakeholders in the prevention and combating of transnational organized crime in the context of the implementation of UNTOC and its review process. UNODC also engages civil society organisations (CSOs) in sessions of the Commission on Crime Prevention and Criminal Justice (CCPCJ), the United Nations Crime Congress, the Conference of State Parties to UNCAC (CoSP UNCAC) and the Conference of the Parties to UNTOC (CoP UNTOC). Through these activities, UNODC has developed a network of thousands of non-governmental organisations working on issues related to the prevention of organised crime, crime prevention and the fight against corruption. To ensure meaningful engagement with relevant stakeholders in the implementation of UNTOC, the UNODC Civil Society Unit (CSU) implements the Stakeholder Engagement in the Implementation of the UN Convention against Transnational Organized Crime (UNTOC) project, its associated assessment mechanism and related activities, also known as the SE4U project. The main objective of the project is to enable UNODC to prepare and facilitate CSOs, the private sector and academia to support Member States in successfully implementing the UNTOC and to facilitate their broad and inclusive participation in the prevention and combating of organised crime in accordance with established provisions and procedures. To implement the project, the UNODC CSU will work closely with other substantive offices, primarily the Organized Crime Branch (OCB) in the Division for Treaty Affairs (DTA) and collaborate with relevant umbrella CSOs such as the NGO Alliance on Crime Prevention and Criminal Justice (NGO Alliance) and the Global Initiative against Transnational Organized Crime (GI-TOC). Under the direct supervision of the Programme Officer, the Officer will perform the following tasks: • Support the preparations and launch of the Civil Society Regional Network for Asia. • Coordination of the SE4U face-to-face training and e-learning courses. • Coordination of the Voluntary Pilot Initiative process in selected countries. • Streamline the integration of a prevention component into project activities. • Support the development of the SE4U Toolkit for involving non-governmental stakeholders in UNTOC implementation.

Qualifications/Special Skills

• An advanced university degree (Master’s degree or equivalent) in international law, criminal law or a related field is required. A first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • A minimum of five years of professional experience in an international environment in the field of combating organised crime or crime prevention is required. • Demonstrated professional expertise and practical experience in project management with partners from various entities (UN, governments, private sector, etc.) is required. • Demonstrated work experience with UN programmes, policies, guidelines and procedures is required. • Excellent interpersonal and communication skills, planning and organisational skills, leadership, technological awareness and the ability to work in a team are required. • Demonstrated work experience in the field of prevention, particularly with a focus on children and young people in the field of combating organised crime and crime prevention is desirable. • Practical work experience with NGOs in the context of the United Nations Convention against Transnational Organised Crime (UNTOC) is desirable. • Demonstrable experience of working with NGOs on UNODC-related mandates is desirable.

Languages

English and French are the working languages ​​of the United Nations Secretariat. Fluency in spoken and written English is required for this position. Knowledge of Spanish and/or French is an asset.
