TBI: Caregiver charged after alleged sexual abuse of disabled adult

CARTER COUNTY, Tenn. (WJHL) – A Carter County woman has been arrested after allegedly sexually assaulting a vulnerable adult and supplying him with narcotics, according to a press release from the Tennessee Bureau of Investigation (TBI).

The TBI identified the victim as Selena Catherine Silver, 56 years old.

According to the TBI, Silver was working as a caregiver for the victim when she allegedly began a sexual relationship with him and supplied him with controlled substances and other drugs. The news release identified the victim as an intellectually disabled adult.

Following a referral from Adult Protective Services in August, TBI special agents began an investigation into allegations of sexual exploitation.

On Friday, Silver was charged with assault on a vulnerable adult, sexual assault by an authority figure, sexual exploitation of a vulnerable adult and stalking. She was arrested and booked into the Carter County Jail on $10,000 bond, the news release said.

The arrest followed an investigation by the TBI Medicaid Fraud Control Division, Adult Protective Services and the Tennessee Department of Disability and Aging.
