Supply Chain Coordinator – Sudan

General purpose of the role
The main objective of the Supply Chain Coordinator is to support the Supply Chain department in efficient and effective implementation of logistics and smooth execution of head office department activities, with emphasis on
Support logistics/procurement personnel and functions including implementation of DRC Dynamics. The role is expected to contribute to strengthening the overall supply chain functions. This role will also ensure implementation of audit recommendations related to logistics and procurement.

The position holder will be expected to assist the Supply Chain Manager in national and international procurement, customs clearance of supplies in collaboration with the logistics cluster, monitoring of warehouse management processes across the country, fixed asset and fleet management and ensuring that all logistics operations are managed and maintained efficiently in accordance with DRC internal and donor procedures and in line with the Operations Handbook.

Responsibilities
Purchasing

  • Provide assistance to the Supply Chain Manager (SCM) in planning, sourcing of suppliers, market assessments, national, regional and international procurement and liaising with local authorities for obtaining import permits for supplies and equipment into Sudan.
  • Leads emergency procurement in consultation with the program team at national and regional levels. Work closely with program colleagues in developing procurement plans for all grants and keep them updated periodically.
  • Ensure procurement is fully compliant with the DRC Operations Handbook and donor requirements from requisition to final delivery
  • Conduct performance reviews for global/regional suppliers and share feedback with SCM.
  • Maintain a tracker to capture the performance of all regional/global suppliers for each transaction. This allows you to measure supplier performance and maintain accurate supplier performance scorecards.
  • Support SCM in developing suppliers for sustainable, value-added procurement at regional and in-country levels (Gedaref, Darfur, South Kordofan, White Nile and Port Sudan).
  • Organize purchasing training for program staff and small-scale refresher courses for purchasing staff.
  • Actively participate in the Logistics Cluster for Sudan or other SC forum for information exchange activities (market surveys, supplier database, host country rules and regulations).
  • On behalf of the DRC, you will liaise with local authorities (HAC, Customs and other ministries/departments) to obtain duty-free permits for all international shipments/consignments.
  • Develop and regularly update cross-border and import procedures and ensure that all DRC cross-border SoPs are aligned with the latest changes and are disseminated to all stakeholders.

Fleet management

  • Support SCM in compliance with and implementation of the Operational Manual.
  • Coordinate the logistics officer and execute the program to conduct the fleet exercise on the right scale.
  • Ensure effective fleet management practices in DRC, especially for the service contract vehicles for all countries

Asset management

  • Support SCM and support compliance and implementation of the Asset Management Operational Manual.
  • Support the SC country and field team for monthly comprehensive country reports on inventory/assets, compile all reports and provide to SCM

Inventory and warehouse management

  • Support SCM in ensuring compliance and implementation of the Operational Handbook on Inventory and Warehouse Management.
  • Conduct training for program and warehouse personnel on inventory management, inventory control, inventory return release and accountability, etc.
  • Provide SCM with a comprehensive country report on warehouse inventory on a monthly basis (list and stock value in hand).

DRC Dynamics ERP system

  • Ensure correct application of DRC Dynamics supply chain processes (mainly P2P and Asset Management) in business operations.
  • Apply reports and data analytics from the ERP supply chain system to improve supply chain performance

Experience and technical competences

  • Master’s degree in Logistics and Supply Chain Management, Business Administration or a related field.
  • Minimum 5 years of experience in humanitarian logistics management within the field of Supply Chain Management, Fleet Management, Asset Management and Distribution Support
  • Minimum 3 years of experience in people management
  • Knowledge and experience in dealing with the management of service providers and contractors in emergency situations or conflict areas.
  • Demonstrated management and supervisory skills, team player and proven commitment to accountability practices.
  • Excellent computer skills in MS Word and Excel as well as experience working with an ERP system
  • Experience with standard purchasing procedures and documentation.
  • Experience in construction and site project management
  • Experience with automotive mechanics or electrical installations
  • Experience working at an (I)NGO
  • Stable and robust character.
  • Strong analytical and conceptual skills.

Languages:

  • Proficiency in English
  • Arabic is desirable

Terms and Conditions
Contract: Six months contract with possibility of extension, depending on funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s employment conditions for international staff. This position is graded NM. G
