TERMS OF REFERENCE

VACANCY: Basic Administrator

The Danish Refugee Council (DRC) is one of the largest humanitarian NGOs in the world. The organization is active in more than 40 countries and provides refugees, asylum seekers, displaced persons, returnees and migrants with appropriate assistance using a rights-based approach.

General objective of the position

The Base Manager is responsible for the overall management and implementation of activities in the Tapachula office, under the direct supervision of the Country Director. This role includes team management, capacity building in emergency response and oversight of support tasks and procedures. Fluency in English, both written and spoken, is required due to the need to communicate with international stakeholders and prepare reports in this language.

Main Responsibilities:

Team management:

  • Directly manage support and program staff and ensure coordination across departments.
  • Work closely with the senior management team and ensure a regular flow of information.
  • Monitor staffing levels and prepare performance reports.
  • Manage the budget lines of the program activities and ensure efficient use of resources.
  • Ensure compliance with DRC policies, including the Code of Conduct and Standard Operating Procedures.
  • Manage logistics, human resources and administration and ensure efficient delivery of these services.

Representation, coordination and reporting:

  • Represent DRC in Tapachula and participate in relevant meetings to strengthen DRC’s position.
  • Promote relationships with local authorities and other key stakeholders in the operation.
  • Comply with internal reporting requirements and ensure the quality of external reporting from the operational area.

Program development:

  • Lead the adaptation of the DRC national strategy to the local context.
  • Provide regular humanitarian situation analysis for project proposals and security assessments.

Security and access:

  • Provide a safe environment for DRC staff, beneficiaries and assets by ensuring that security procedures are up to date and that protocols are followed in accordance with DRC policies.
  • Continuously monitor and evaluate security and access in the operational area.
  • Lead the development of an access strategy for the region.

Experience and technical competences:

  • At least 2 years of experience in supervising protection projects, preferably with implementation experience.
  • Minimum 4 years of experience in managing projects in the areas of shelter, water and sanitation, financial assistance and livelihoods.
  • Minimum 5 years of experience in human resources management.
  • Extensive practical experience in financial management, human resources and administration.
  • Experience with integrated ERP systems (MS Dynamics is a plus).
  • Managing relationships with external stakeholders, particularly local governments.
  • Excellent communication and reporting skills.
  • Experience in remote areas with limited opportunities to build social networks.
  • Fluent in Spanish and English (written and spoken).

Required education:

  • Master’s degree in political science, international development, humanitarian aid, economics or a related field.
  • Bachelor’s degree in a relevant field with 6 years of work experience in similar positions.

WE OFFER:

  • Salary: From $45,000 MXN gross, based on the candidate’s experience.
  • Contract type: Permanent contract with a 3-month trial period + full statutory benefits.
  • Medical insurance and social security.
  • Work schedule: Monday to Friday, 8:00 am – 5:00 pm.
  • Work location: Tapachula, Chiapas.
  • Provisional start date: October 1, 2024.
