Mother watched for years as sex offender sexually abused 10-year-old daughter for $20 ‘a session’: police

The mother’s name was not released to local news outlets in hopes of keeping the victim’s identity unknown. Seamann has been on the National Sex Offender Registry since a 1993 conviction for first-degree forcible sexual assault in Nebraska.

KTVX reports that of the 76 charges the mother faces, 42 are first-degree felonies of human trafficking of a child. Additionally, the woman faces 30 counts of aggravated sexual exploitation of a minor, 2 counts of sodomy of a child, and 2 counts of aggravated sexual abuse of a child.

Seamann is reportedly charged with first-degree felony sodomy of a child, first-degree felony rape of a child, three counts of second-degree felony sexual abuse of a child, and third-degree felony indecency with a child. He was arrested in Mesquite, Nevada on September 6. An expiation warrant was requested by police

According to police, as reported by KTVX, it was a cyber tip from Kik that triggered their investigation. Kik is an online messaging platform. The woman allegedly sent sexually explicit videos of herself and the girl to Seamann, according to the arrest affidavit seen by KSL.

In collaboration with the National Center for Missing and Exploited Children (NCMEC), police in Provo examined the mother’s social media accounts, which revealed that her daughter looked similar enough to the girl in the videos to pursue the case.

When questioned by police, the woman told them she liked to use Kik for adult purposes and for the attention of “someone who wasn’t bullying,” according to the affidavit. She also didn’t deny her connection to Seamann, according to police. In fact, it was quite the opposite.

According to authorities, the woman told them that she and her daughter had met Seamann about 10 times over the past five to six years. She told police that he “also purchased gifts and treats for the victim to engage in sexual acts,” and that he “sometimes paid her extra money so she could get hotel rooms for them.”

“(She) stated he forced her to do it and threatened her by saying something along the lines of ‘he’ll do what he has to do.’ (The woman) stated he never made any explicit threats,” an officer reported, according to the affidavit. “(She) told me she’s been taking pictures and videos of the victim for (Seamann) for years.”

She claimed that Seamann would send her gifts and money for the videos, but also told police that she “feared for her safety if she did not comply” with his demands, according to KSL. Police said there were “41 total transactions” between them, “and on one occasion she said he paid in cash.”

The woman told police their most recent face-to-face encounter occurred on Sept. 3 at a Springville hotel. Police said the woman “described the incident in graphic detail,” according to KSL, saying she “sat on a couch in the hotel room and watched this happen.”

The mother told authorities that Seamann generally paid her $20 “per session” with her daughter, according to the affidavit. Police further reported that on Sept. 3, the woman received a laptop and a $125 payment.

The investigation is still ongoing.
