IT Officer – Idleb Syria – SYNAT – Syrian Arab Republic

General description of the program:

GOAL has been active in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL works in Idleb Governorate, both through direct implementation and through partners, delivering food, non-food programmes to highly vulnerable populations and providing water, sanitation and hygiene (WASH) through support to water units, as well as emergency assistance to recently displaced households.

GOAL has been active in the North Aleppo Governorate since 2019, both through direct implementation and through partners. We provide food and other programs to highly vulnerable populations, and emergency assistance to recently displaced households.

Job Summary:

The IT Officer is responsible for ensuring the smooth and efficient operation of the organization’s IT infrastructure. This role includes day-to-day management and maintenance of hardware and software systems, implementation of IT policies, and end-user support. The IT Officer will also focus on improving IT services, ensuring data integrity, and supporting various technology upgrades and installations.

Tasks, objectives and powers

Main Responsibilities:

  • Daily activities:

    • Develop and implement a daily plan to ensure efficient execution of tasks and timely resolution of IT issues.
    • Perform routine checks to ensure that all PCs are equipped with up-to-date antivirus software and approved applications.
  • Hardware and software maintenance:

    • Ensure that all laptops, tablets, PCs, printers, scanners and other IT equipment are properly maintained and functioning correctly.
    • Maintain and update wired and wireless communications equipment to ensure optimal performance.
  • Security and Compliance:

    • Apply the GOAL IT policy and ensure that all IT equipment and systems comply with this policy.
    • Ensure that Internet security filters and roles are functioning properly and update them as necessary.
  • Data management and backup:

    • Ensure standard operating procedures (SOPs) for backups and ensure data integrity.
    • Perform test restores monthly to verify the effectiveness and reliability of the backup.
  • Network and infrastructure:

    • Maintain and improve office cabling to meet high standards.
    • Regularly check solar energy systems, CCTV, wired and wireless devices, and other IT infrastructure for alerts or issues.
    • Ensure that the environment in which the IT equipment is located and the cooling are properly maintained.
    • Work on maintaining the VSAT internet connection.
  • User support and training:

    • Provide technical support to employees for issues with laptops, tablets, and other IT devices.
    • Support the installation and use of the Commcare program for the relevant departments.
    • Promote and assist in the adoption of GOAL’s intranet and SharePoint packages.
  • Project management and upgrades:

    • Plan and execute IT upgrades, such as system firmware and Windows upgrades.
    • Install and configure office routers and mobile boosters as needed.
    • Contribute to the development and improvement of the organization’s Internet network.
  • Proactive improvement:

    • Identify and implement opportunities to improve IT services and infrastructure.
    • Be prepared to work outside of regular business hours as needed to resolve critical issues or perform upgrades.

Requirements (essential)

  • Bachelor’s degree in Information Technology, Computer Science, or related field. Relevant certifications are a plus.
  • Demonstrable experience in IT support or a similar role with strong technical troubleshooting skills.
  • Knowledge of network management, cyber security and IT infrastructure management.
  • Excellent communication skills and a customer-oriented approach.
  • Ability to manage multiple tasks and projects efficiently.
  • Willingness to adapt to new technologies and changing IT needs.

Requirements (desired)

  • Relevant IT certifications such as CompTIA Network+, CompTIA Security+ or similar.
  • Advanced knowledge of network design and implementation, including LAN/WAN, VPNs, and firewalls.
  • Excellent oral and written communication skills and the ability to convey technical information clearly to non-technical users.
  • Knowledge of IT asset management and inventory management.
  • Advanced problem-solving skills with a proven ability to address complex technical issues and provide effective solutions.
