Middle East region

RI operates in seven countries in the Middle East: Iraq, Jordan, Lebanon, Occupied Palestinian Territory (oPt), Syria, Turkey and Yemen, with a focus on the four RI sector pillars: Health, Water, Sanitation and Hygiene (WASH), Education and Economic Opportunity. We employ over 4,000 people (direct and indirect) in the Middle East and implement a range of humanitarian and development programs worth approximately $70 million USD annually.

2. Job profile

RI is seeking a Regional Program Development Officer (RPDO) to support program development efforts in the Middle East region. This role is responsible for providing a wide range of support to the Regional Program Team, contributing to the successful growth of the Middle East portfolio. The RPDO will support the coordination of all proposal development processes across the Middle East country offices, support proposal review, contribute to opportunity tracking and pipeline management, desk research, donor engagement preparation, country office training materials, and other duties.

The position reports to the Regional Program Development Manager (RPDM) and works closely with the Regional Program Unit, the Regional Finance Unit, the Awards Management Unit, the Middle East country offices and relevant departments of the Global Support Office.

This role requires a dynamic, proactive and flexible individual with skills in programme design and development who is ready to make substantial contributions and explore how to develop their capabilities to achieve results in a demanding and fast-paced environment. This individual must be an excellent communicator and team player with fluency in English and who is comfortable working in a highly diverse team, and who can adapt communication styles to different audiences.

3. Main Responsibilities

Accountability and complexity

  • Work closely with regional and country office teams to ensure the highest quality of program development, in collaboration with relevant departments.
  • coordination with internal stakeholders and donors.

Program Development

  • Track and summarize new opportunities to support management in decision-making about the application process (including the application process, eligibility requirements, and required competencies for RI to apply).
  • Support coordination with country offices in all phases of programme development.
  • Support the RPDM and the programme team in contributing to programme design, for solicited and unsolicited programmes and for pilot and large-scale programmes.
  • Coordinate/manage the preparation of funding proposals/concept notes, including proposal/concept note writing and cost estimates for a wide range of donors. Allocate amounts as requested by the RPDM and/or required at Country Office level.
  • Work with the RPDM and country offices to develop a work plan for proposals/concept notes.
  • Support/lead the review, including editing, of standard proposals/concept notes, including all necessary attachments. Ensure that complete/clean packages are shared for review by the regional team prior to submission and facilitate coordination between Country Offices and the regional team.
  • Support RPDM in tracking and updating programme development opportunities at Country Office level to ensure the Middle East proposal development pipeline is accurate and up to date.
  • Ensure that the RI program development process is followed at all levels.
  • Manage final proposal submissions through external donor platforms, including the development and revision of specific donor forms and/or additional attachments (e.g. certification and guarantee, SF424S, etc.)
  • Support due diligence processes for new donors/new funding opportunities for country offices.
  • Enable effective go/no-go decisions (including drafting go/no-go decision-making memoranda) and analyze cost sharing with RPDM support.
  • Conduct research on specific programme sectors, RI’s work on the ground, donor priorities, regional funding trends and prepare and update knowledge pieces such as capacity statements, reports, one-pagers, etc.
  • Ensure that partnerships with other organisations within proposals comply with RI procedures, including collaboration agreements, and that due diligence requirements are met before proposals are submitted.

Capacity building and guidance

  • Support the RPDM and the Global Program Development Team at country offices and in capacity building of regional teams (i.e. portal familiarization and management).
  • Support the development and training of specific checklists/guidelines/etc. related to specific donors, processes, etc.

General technical and administrative support

  • Monitor monthly program development progress (financial and country submissions), success rates, trends and present to the regional program team
  • Organize and document periodic and ad hoc departmental meetings and teleconferences with country offices and the global support office.
  • Provide administrative support, including administration and data management
  • Support the development and/or update of the country profile for donor meetings as requested by RPDM or RPD
  • Support ad hoc tasks assigned by the supervisor or regional program director as needed.

4. Specification

Essential criteria

  • Bachelor’s or Master’s degree in International Development, Humanitarian Studies, Management Studies or a related field aligned with the relief and development sectors
  • At least two years of demonstrable, progressive professional experience working on program/proposal development;
  • Knowledge of US Government grants, as well as ECHO/EC and/or UN grants
  • Demonstrated ability to coordinate complex activities, meet deadlines and exercise sound judgment and discipline
  • Independent, yet able to work with multiple teams in a coordinated one-team approach.
  • Excellent oral and written communication skills in English
  • Willingness to accept and absorb direct criticism and engage in two-way dialogue with colleagues and managers to improve work quality and results
  • Demonstrable high level of computer skills and advanced skills in the Microsoft Office Suite (with emphasis on Word, Excel, PowerPoint and Sharepoint)
  • Absorb comfortable workload during busy periods
  • Ability to travel internationally in support of country programs

Desired criteria

  • Knowledge/experience in at least one of the key sectors of RI (health, nutrition, WASH, education and economic opportunities)
  • Experience with other donors and foundations
  • Previous experience with Middle Eastern countries
