Context presentation:

Un Ponte Per ETS (UPP) is an Italian NGO founded in 1991. It began its activities as “Un ponte per Baghdad”, in the aftermath of the first Gulf War, with the aim of organizing solidarity initiatives in support of the Iraqi civilian population. In the following years, UPP missions expanded to Serbia and other countries in the Middle East and the Mediterranean. The NGO aims to prevent armed conflict, protect human rights and support local civil society, especially in the Middle Eastby promoting the link between humanitarian, peacebuilding and development programmes.

Since 2015, UPP has been one of the leading INGOs in the Northeast Syria (NES) response. Providing humanitarian assistance and capacity building of local actors in Health And Protection and environmental health, including waste management. In collaboration with local partners, UPP has developed a comprehensive system of health services provided in 26 facilities, including mobile units, hospitals, primary health care centres and an ambulance network. MAIN TASKS AND RESPONSIBILITIES

Un Ponte Per is looking for a Senior Administrator who will be responsible for the following main tasks:

  • Coordinate the financial management of projects and ensure that UPP and donor financial requirements are met efficiently and effectively, while assessing potential risks.
  • Support the registration of all expenditures according to UPP and donor procedures, template and store it in the cloud, also according to the paperless UPP policy.
  • Prepare financial documents and reports for headquarters and donors, ensuring that financial regulations are accurate and adhered to within set deadlines.
  • Support the UPP Project Manager in managing the project, particularly in the area of ​​financial management, including drafting local staff contracts, managing and updating the cash book, reconciling bank accounts, purchasing and financial reporting according to donor rules.
  • Support the Prime Minister in preparing new budget proposals and forecasts with specific inputs to the budgets.

ESSENTIAL REQUIREMENTS:

  • University degree in administration or equivalent work experience
  • Experience in financial reporting and grant management with a range of external donors using Excel and administrative software
  • Experience with reporting and monitoring within tight deadlines
  • Effective financial management skills and knowledge of financial systems and procedures
  • Experience in working with local partners and within a consortium program.
  • Excellent organizational skills with the ability to coordinate activities
  • Good reading, arithmetic and ICT skills, including Excel
  • Ability to show initiative, be proactive and provide a solution-oriented approach
  • Determined and committed to high quality standards
  • Ability to establish effective working relationships at all levels, both internally and externally
  • Excellent communication and interpersonal skills
  • Ability to prioritize, meet deadlines and work calmly under pressure, whilst maintaining flexibility and a professional approach
  • Excellent oral and written command of English
  • Ability to travel in the Middle East with the same ability as a Western European passport holder. Ability to travel in Europe.

DESIRED REQUIREMENTS:

  • Previous professional financial work experience with NGOs
  • Experience with major donor funded projects (EU, UN, USAID, AICS, CDCS etc.).
  • Experience in emergency project management.
  • Knowledge of the Middle Eastern context and relevant local actors.
  • Knowledge of Arabic or Italian is an advantage.

UPP requires a criminal record check certificate (issued maximum 3 months before the offer date) to confirm an offer. We are aware that in some countries it may take several weeks for the criminal record check certificate to be released by the competent authorities. However, UPP conducts selections to deploy personnel in emergency programs and the time between the offer and the deployment in the field is often very short.
