JOB SUMMARY

The GBV Manager is responsible for the implementation of a GBV programme, including technical oversight of services and activities, capacity building, staff support and supervision, internal and external coordination and reporting.

MAIN TASKS AND RESPONSIBILITIES

Program Planning

• Conduct GBV assessments as needed, maximize available information resources and coordination capabilities, and ensure compliance with safety and ethical standards

• Identify local partners and women’s networks to strengthen local efforts to promote the rights of women and girls and address GBV

• Ensure that programmes are driven by women and girls and planned with community stakeholders

• Identify appropriate locations and orientations for services, including safe spaces for women and girls

• Contribute to concept notes/proposals/appeals as necessary

Implementation and capacity building

• Work closely with the GBV Technical Advisor, GBV Coordinator (where relevant), senior management at country level and the programme team to achieve programme goals and ensure the quality of GBV prevention and response initiatives.

• Ensure compliance with IMC GBV minimum standards, as well as relevant inter-agency guidelines and standards

• Lead the delivery of programme interventions, including the establishment and delivery of targeted GBV response services

• Increase the capacity of programme staff/volunteers/partners in relevant technical areas to deliver services and lead interventions

• Organize/support/facilitate technical trainings as needed, including GBV case management and clinical response to rape and intimate partner violence

• Establish and monitor surveillance and support systems for GBV case management services

• Set up appropriate information management systems

• Ensure effective community participation during implementation, including leadership of women and girls

• Collaborate with teams and communities to develop appropriate prevention and awareness/behavior change strategies

• Regularly monitor the program and apply lessons learned for continuous improvement of interventions

• Contribute to regular program reports, on time and with accurate data

Coordination, representation and advocacy

• Coordinate with other service providers and gather community input to establish and strengthen referral pathways

• Actively participate in relevant coordination meetings to ensure visibility of the IMC GBV programme within relevant coordination forums

• Coordinate with other sectors and build their capacity, as far as possible, to ensure the integration of GBV concerns into different services and a broader humanitarian response.

• Represent the programme goals and GBV standards, and advocate as needed with relevant leaders, authorities and humanitarian actors.

Personnel management

• Select and lead program staff/volunteers/partners for effective implementation

• Support, coach and supervise staff to build capacity and enhance the quality of interventions

• Develop staff support strategies, promote team building and introduce self-care principles

• Provide supportive and constructive feedback and conduct regular performance reviews

Financial Management

• Develop work plans in line with financial pipelines

• Plan and purchase supplies needed for program activities, in accordance with budget and project timelines

• Ensure compliance with donor regulations

Safety and behavior

• Ensure compliance with security protocols and policies

• Consider the security implications of all program activities and discuss initiatives with appropriate stakeholders.

• Provide a safe and supportive work environment for all GBV staff/volunteers/partners

• Illustrate the core principles of GBV programming, including respect, non-discrimination, responsible use of power, non-violence and promoting gender equality

• Contribute to the positive image and overall credibility of the programme and the organisation, in particular through compliance with the Code of Conduct and Ethics, including compliance with the Anti-Harassment, Safeguarding and PSEA policies

MINIMUM QUALIFICATIONS

• Typically a bachelor’s degree in social work, public health, international development, gender studies, or a related field. An equivalent combination of relevant education and experience may be substituted as needed.

• Typically 7+ years of relevant and progressive GBV programming experience

• Demonstrated application of GBV core competencies and commitment to the core principles of GBV programming

• Experience working in humanitarian contexts is an advantage

• Relevant regional experience is an advantage

• Knowledge of humanitarian architecture and the mandates/roles of donors, UN agencies and other NGOs

• In-depth knowledge of standards and guidelines for GBV programming, coordination and data management

• Knowledge of standards and guidelines regarding protection against SEA

• Experience with, or strong knowledge of, GBV case management services

• Knowledge of and/or experience with relevant programme approaches, e.g. WGSS, Life Skills, EA$E, EMAP, SASA!, etc.

• Experience with facilitation

• Commitment to supportive supervision

• Experience working with local partners and community mobilization is an advantage

• Deep intercultural awareness

• The ability to exercise sound judgment, remain flexible and apply experience and guidance to changing challenges

• Strong communication skills, both oral and written

Additional technical or language requirements

Fluent in written and spoken English required, proficiency in Ukrainian is a plus. Willingness and ability to travel occasionally to project locations in assigned countries, including travel to unsafe environments, is required.
