Junior Assessment Officer (MSNA – HNMU) – Ukraine

Assignment

IMPACT has been present in Ukraine since 2014, working across the country to provide humanitarian actors with accurate data and in-depth analysis to ensure that aid interventions are timely, appropriate and relevant. The Humanitarian Needs Monitoring Unit (HMNU) collects information on the severity and type of humanitarian needs across Ukraine to support ongoing humanitarian planning and enable effective prioritization of aid efforts. The Unit includes the Multi-sectoral Needs Assessment (MSNA), Humanitarian Situation Monitoring (HSM) and Joint Market Monitoring Initiative (JMMI). The Unit currently consists of 16 staff with expertise in Assessments, Data and GIS, and works closely with the larger Field Team to collect and analyze country-wide data.

IMPACT is seeking a candidate with previous experience in conducting primary data collection and/or producing analytical outputs, to support the MSNA team in Ukraine. The MSNA is a high-visibility, high-impact assessment, coordinated with a range of response stakeholders to provide a rigorous evidence base for annual humanitarian prioritization. The Junior Assessment Officer will be a critical member of the team responsible for supporting data collection and output production. Under the supervision of the MSNA (S)AO and as a member of the HNMU, the JAO will support the output production for the 2024 MSNA and the roll-out of the 2025 assessment, as well as the Calibration, the MSNA mid-term update, in 2024. The JAO will support the (S)AO in engaging with key external actors, including stakeholders in the Humanitarian Coordination System, technical working groups, and various NGO forums and information management groups, to ensure that the data collected are relevant, fill identified information gaps, and are shared with relevant audiences. The JAO will also be responsible for training field staff, including team leaders, field officers, and surveyors, for the implementation of the 2025 MSNA.

The JAO will be expected to produce analytical outputs to inform the response and may also present findings and liaise externally with UN staff, local NGOs and/or INGOs to ensure findings are received and understood by key stakeholders. This role will focus in particular on local Ukrainian stakeholders and is likely to include presentations to authorities and local actors in Ukrainian.

The position will be based in Kyiv and is likely to involve travel throughout Ukraine, in close cooperation with the ACTED Country Security Manager and the Ukraine Country Security Team.

FUNCTIONS

The Junior Assessment Officer is responsible for the following tasks within the MSNA team of IMPACT Ukraine:

1. Preparation and planning of the assessment

  • Conduct secondary data and literature review of English, Ukrainian and Russian reports and media to improve the quality of analyses, triangulate findings and place outcomes in a broader context.
  • Support in designing research approaches, methodology and tools related to the MSNA, according to the requirements and principles of IMPACT.
  • Support the (S)AO in developing and adapting new data collection tools and data analysis plans in accordance with IMPACT/ACTED minimum standards.
  • Work to incorporate feedback to adjust the research design and data collection tools based on input from senior management, headquarters, ACTED and other humanitarian partners.
  • Work with the field and data team to ensure instruments are tested in the field before data is collected.
  • Prepare materials for training sessions for enumerators and team leaders and provide training on data collection methods and techniques.
  • Support the translation department by ensuring that questionnaires are translated accurately to ensure data validity.

2. Implementation of the assessment

  • Support the implementation of all phases of the MSNA, including (where relevant) training of data collection teams, monitoring of data collection, data cleansing, and data analysis.
  • Contribute to discussions between assessment staff and the field team/data collection provider to discuss bottlenecks and solutions and ensure steady progress towards completion. Provide regular updates on the status of the assessment cycle, ensuring any challenges are flagged to senior management in a timely manner.
  • Ensure overall data quality and compliance with standard IMPACT and ACTED processes.
  • Working closely with the field operator(s), ensure that data is reviewed and cleansed and that all revisions are recorded.
  • In close collaboration with data colleagues, contribute to data analysis of primary and/or secondary data in accordance with ToRs, ensuring that meaningful techniques are used to analyze the collected data.
  • Support in the design, implementation and analysis of the calibration assessment if required.

3. Output production

  • The JAO supports the preparation of timely and accurate outputs to present MSNA findings (fact sheets, reports, summaries, presentations, etc.), ensuring that they meet IMPACT guidelines and quality standards;
  • The JAO supports the assessment team in formulating the analytical framework and disaggregation to be used in the reporting. The JAO also proactively thinks about ways to answer research questions as formulated in the TORs of different research cycles.
  • Collaborate with GIS colleagues to ensure effective spatial representation of research results in maps
  • Support in planning and executing presentations and dissemination events, both online and in-person, which may require travel to other parts of Ukraine.
  • Ensure that all feedback given on products is tracked. Maintain a log of lessons learned and best practices.

4. Confidentiality and protection of data

  • The JAO will maintain the strictest confidentiality on all collected data and related processes. He/she will take active measures to prevent unauthorized sharing of information and data of IMPACT and its partners, or collected during his/her assignment at IMPACT.

Qualifications

Education

University degree in social sciences, political science, research or relevant field

Technical requirements:

  • Previous work experience in research and/or preparation of analytical products
  • Excellent analytical skills
  • Previous experience working with local authorities and/or NGOs in a humanitarian/development context is strongly preferred
  • Experience with Adobe products (particularly InDesign) is a plus
  • Software Skills: Demonstrated knowledge of the Microsoft Office Suite, including Word, Excel and PowerPoint.
  • Understanding and familiarity with dataset structures and frequency tables
  • Fluent in Ukrainian and Russian
  • Good command of English (minimum level B2)
  • Strong communication and drafting skills for effective reporting
