A former CIA agent was sentenced to 30 years in prison on Wednesday for his role in dozens of sexual assaults on women over a 14-year period.

The U.S. Department of Justice said Brian Jeffrey Raymond, 48, of La Mesa, California, was on a mission at the U.S. Embassy in Mexico City, Mexico, when a woman was seen naked and screaming for help from his balcony in May 2020.

The woman told authorities she had no recollection of the events after Raymond gave her food and water. A subsequent investigation revealed that Raymond had hundreds of photos and videos of more than 25 women whom he had drugged and sexually assaulted while they were unconscious and unable to consent.

After the DOJ became aware of the investigation into his conduct, it said Raymond attempted to delete explicit photos and videos that showed him manipulating and touching victims after drugging them. In all, Raymond admitted to drugging more than 30 women between 2006 and 2020.

Acting Assistant Attorney General Nicole M. Argentieri, chief of the Justice Department’s Criminal Division, said in a statement that Raymond’s prosecution demonstrates the Justice Department’s commitment to bringing criminals to justice, no matter who they are.

“Brian Raymond sexually exploited dozens of women over the course of 14 years, including while working abroad as an employee of the U.S. government. Today’s sentence underscores the Criminal Division’s commitment to prosecuting sexual abuse violations of federal law — regardless of where those offenses occur or who commits them. We are grateful for the valuable partnership we have with the Mexican government and will continue to work with our domestic and international partners to seek justice for victims of sexual exploitation,” Argentieri said.

In November 2023, Raymond pleaded guilty to one count of sexual abuse, one count of abusive sexual contact, one count of coercion and enticement, and one count of transportation of obscene material. As part of a plea agreement, Raymond admitted to drugging six women and having sex without consent, and admitted to touching the breasts, buttocks, groin area, and/or genitals of numerous women while they were incapable of consent.

David Sundberg, assistant director in charge of the FBI’s Washington office, said Raymond’s crimes were reprehensible.

“For 14 years, Raymond abused his trusted position as a U.S. government representative to lure women into his confidence, drugged and sexually abused them, and took explicit photographs and videos of them without their consent. The FBI thanks the brave women who came forward with information that advanced this investigation. We recognize our domestic and international law enforcement partners who helped bring Raymond to justice for his reprehensible crimes,” Sundberg said.

According to the Associated Press news agency, US Judge Colleen Kollar-Kotelly imposed the full 30-year sentence requested by prosecutors.

“We can safely say he is a sexual predator… You have some time to think about this,” Kollar-Kotelly said.

Some victims were unaware they had been sexually abused until contacted by the FBI.

“My body looks like a corpse on his bed… Now I have nightmares where I see myself dead,” one victim said of the photos. Another victim claimed she suffered a nervous breakdown after Raymond’s crimes against her came to light.

Raymond said in a statement during his sentencing that he was in a “downward spiral” and spent hours thinking about his crimes, the report said.

“It betrayed everything I stand for and I know no apology will ever be enough… There are no words to describe how sorry I am. That is not who I am and yet it is who I have become,” Raymond said.

The Justice Department has come under fire from many quarters in recent years for appearing to be used as a weapon against President Donald Trump.

The problem has gotten so bad that Attorney General Merrick Garland recently stated publicly that the department is nonpartisan and does not make decisions based on politics.

However, President Trump was charged with crimes related to the possession of government documents after he left office, but Joe Biden got a free pass for boxes of government secrets he hid in an unsecured garage.

Furthermore, the Justice Department has weaponized itself by claiming that Trump committed crimes with his statements questioning the accuracy of the vote count in the 2020 presidential election, while Hillary Clinton’s multiple claims that the election was “stolen” from her have drawn no criticism from the department.

Even further back in time, the Justice Department, based on political documents collected by Hillary Clinton’s campaign in 2016, made wild claims about Trump’s campaign collusion with Russia that did not actually happen.
