Context:

Project context and scope

IOM’s strategic approach to preventing sexual exploitation, abuse and sexual harassment (PSEAH) focuses on five priority areas: 1) Leadership and organizational culture; 2) Institutional accountability and transparency; 3) Capacity development, training and communication; 4) Quality and accessible victim support; 5) Partnership and coordination.

Assistance to victims/survivors (hereinafter referred to as “victims”) of SEAH is of paramount importance and IOM is actively working to establish and operationalize a dedicated fund to support this critical need. In establishing this fund, IOM will draw on established best practices and integrate these with internal mechanisms to ensure a coherent approach. Central to this process is a victim-centered approach, prioritizing the needs, safety and access to appropriate services of victims/survivors at every stage. The fund will ensure that victims of sexual misconduct have access to needed services wherever they are located, with strong procedures in place to facilitate timely and effective disbursement of funds. This fund will also serve as an additional component of IOM’s commitment to accountability, integrity and transparency, and its efforts to maintain a working environment free of sexual misconduct.

Organizational department/unit to which the consultant contributes:

Under the overall supervision of the IOM Senior PSEAH Coordinator and in close collaboration with the Senior Governance and Protection Officer (PSEAH) and the Senior Victim Care Officer, the Consultant (Category B) will contribute to the Office for Ethics and Protection from Sexual Exploitation, Abuse and Sexual Harassment (OEP) to work closely with IOM’s Protection Department and other relevant internal and external stakeholders.

Core functions / responsibilities:

Tasks to be performed under this contract

A. Develop a framework for the establishment of a Victim Support Fund within IOM (tasks below) – Deliverable within six weeks of contract commencement (Episode 1)

  • Map and analyse SEAH victim assistance funds managed by other agencies and organisations to identify best practices. Assess the feasibility of integrating such a fund within existing IOM-managed assistance funds.
  • Describe the structure, objectives and operating principles of the Fund, which covers both victims of sexual exploitation and abuse (SEA) and victims of sexual harassment (SH).
  • Define the key components and criteria for the allocation and use of funds for both SEA and SH.
  • Specifically, for assistance to victims of sexual harassment (SH), conduct an assessment of services currently offered within IOM, identifying gaps and areas for improvement. This includes consultation and liaison with the Occupational Health Unit, Medical Insurance Unit, Department of Human Resources, Office of Legal Affairs, Staff Welfare Office, Office of Staff Security, Office of the Internal Oversight, Office of the Ombudsperson, Ethics and Conduct Office, etc.

B. Engage internal and external stakeholders in setting up an IOM fund for victim/survivor assistance – Deliverable within four weeks of contract start (Term 2)

  • As indicated above, you should identify and communicate best practices on existing victim support funds under SEA and SH or other similar funds managed by external stakeholders.
  • Establish a forum for internal IOM stakeholders to provide input and guidance on the operational implementation of the IOM Victim Assistance Fund.
  • Facilitate discussions to agree on core standards and best practices for a victim-centred approach in the governance of the IOM Fund.

C. Operationalize the SEAH Victim/Survivor Assistance Fund: – Deliverable within six weeks after commencement of the contract (term 3 – final)

  • Establish standard operating procedures (SOPs), guidelines and protocols to support the management, implementation, use and administration of the Fund for both SEA and SH victims, including but not limited to conducting risk assessments, defining parameters for outreach services, a time frame for ongoing support, managing victim expectations and creating an easy to understand visual summary of the process and available support, etc.
  • Ensure that any developed guidelines and processes support a victim-centred approach and enable effective fund management.

Required qualifications and experience:

Education

  • An academic degree in a relevant field is an advantage, but not required.

Experience

  • At least ten years of experience in interventions to prevent sexual exploitation and abuse (PSEA) and/or sexual harassment (SH), gender-based violence (GBV), gender equality or a related field; and,
  • In their applications, the advisor should emphasise their experience in risk mitigation and coordination, GBV, protection programming and/or case management, humanitarian and development budgeting and strategic resource planning.

Skills

  • Specific expertise in operationalizing, structuring and managing subsidy and support fund mechanisms, developing governance frameworks, fund allocation strategies and/or monitoring mechanisms is a clear advantage.

Languages

The official languages ​​of IOM are English, French and Spanish. All staff members must be fluent in one of the three languages.

Fluent English (oral and written) is required for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.

Proficiency in the required language(s) will be specifically assessed during the selection process, which may include written and/or oral assessments.

The consultant is responsible for following IOM writing guidelines and the most recent glossaries in all assignments to ensure accuracy of translation.
