Terre des Hommes Italia (TDH IT), a member of the Terre des Hommes International Federation, is active in 21 developing countries, carrying out projects and activities for the benefit of more than 3 million people.

TDH IT implements emergency and medium-term programmes and projects in the areas of education, primary health care, protection, PSS and children’s rights. Terre des Hommes Italia has been active in Lebanon since 2006. Since then, it has implemented several educational, protection and livelihood interventions in the most disadvantaged areas of the country and in the Palestinian refugee camps. Since the beginning of the crisis in Syria, Terre des Hommes has been supporting Syrian refugee families who fled their country and were looking for shelter in Lebanon, thanks to the support of several donors (EU, ECHO, UNICEF, UNHCR, OCHA, Italian Ministry of Foreign Affairs and International Cooperation, Agenzia Italiana per la Cooperazione allo Sviluppo-AICS).

As part of its work in the country, TDH is recruiting a Country Representative to strengthen our team in Lebanon.

The country delegate has the following main responsibilities:

  1. Coordination, support and development of the Delegation
    • In collaboration with the Desk Officer and senior management, develop, review and update the country strategy and associated operational plans, promote the exchange of experiences, conduct regular field visits and contribute to identifying gaps and priorities to be included in newly developed proposals.
    • Monitor and ensure that programme priorities, strategies and plans are aligned with national strategies, plans and campaigns.
    • Actively seek funding opportunities, collaborate with local donors and build strategic partnerships with local and international NGOs.
    • Supervise, coordinate and provide quality support to senior management.
    • Lead the development of high-quality grant applications, including financial plans, through a community-based, participatory and inclusive approach.
    • Develop the TDH IT delegation in Lebanon, ensure clear division of tasks among key personnel and support the development of appropriate management tools.
    • Ensure that all employees fully adhere to TDH IT policies and procedures, and that they comply with international standards and national laws and requirements.
    • Ensure that important information is properly distributed between head office and field staff.
  1. Relationship with donors, partners and representation
  • Represent Terre des Hommes Italy to donors, national authorities, media and partners.
  • Supporting key personnel in maintaining relationships with relevant authorities and key stakeholders for matters relating to visas and security, legal representation, local and expatriate staff.
  • Represent the delegation within coordination bodies at national level.
  • Lead the process of programme identification, development and implementation and manage all phases of negotiations with donors at the country level.
  • Review, approve and sign partnership agreements.
  • Ensure continuous coordination with authorities, stakeholders and other NGOs and also participate in relevant coordination meetings.
  1. Program implementation and monitoring, quality control and reporting
  • Ensure that the allocation, mobilization and control of available resources are in accordance with the organization’s principles of efficiency, transparency and ethics.
  • In collaboration with the finance team, prepare the delegation’s budget, submit it to head office and oversee its management, including cash flow between the delegation and head office and a cost sharing plan.
  • Responsible for the general management of Terre des Hommes bank accounts, including granting/revoking signing authorities.
  • In consultation with the Desk Officer and Program Managers, review interim and final narrative and financial reports, ensuring full compliance with donor and TDH policies and procedures.
  • Provides guidance and support to project managers on work plans, budgets, expenditures, monitoring activities and achieving results, and adjusts budgets and programs/projects as necessary.
  • Support the MEAL Country Manager in setting up and guiding the MEAL plans for programs/projects.
  • Monitor the progress of each project, including by regularly visiting project sites.
  • Organize and coordinate regular meetings with key personnel to identify bottlenecks, delays, challenges, or other program-related issues and, in collaboration with headquarters, find solutions to the issues as needed.
  • In collaboration with headquarters and project leaders, identify new ideas, donors, programmes and new potential partnerships, as well as possible alliances with international NGOs and local NGOs at country and territory level.
  • Identify the need for new assessments/surveys and coordinate their implementation with the MEAL Country Manager and key personnel.
  1. HR management
  • In collaboration with the HR department, ensure transparency in the recruitment, management and assessment of key national delegation staff.
  • Responsible for the recruitment, management and assessment of senior staff, consultants and external evaluators.
  • In collaboration with the finance team, plan, guide and update HR allocation between projects/programs.
  • Coordinate the leave plan for senior management personnel.
  • Manages and advises staff under his/her line management in the supervision of staff under their line management, as necessary and in collaboration with HR.
  1. Security
  • The Country Delegate is ultimately responsible for the safety and security of the Delegation staff, in coordination with the Security Focal Point and the Desk Officer and in application of the SMP adopted by TDH IT Lebanon Delegation. This includes:
  • 1. Act as a point of contact for TDH Italy with the Italian Embassy, ​​donors, local authorities and other stakeholders (including UN agencies) on key security-related issues.
  • 2. In consultation with the Desk Officer and the security contact point, make decisions about the security measures to be applied and ensure good communication.

Qualifications, skills and experience

  • Strong commitment to the objectives, principles and values ​​of TDH IT and humanitarian aid
  • Very high sense of discretion and integrity when handling sensitive information
  • Relevant university degree (international relations, human rights, sociology, Middle Eastern studies, international cooperation, etc.) or equivalent level of knowledge
  • Minimum 7 years of relevant work experience with INGOs, of which at least 5 years abroad and at least 3 years of experience as Head of Mission/Country Director;
  • Previous experience in the Middle East is a strong asset
  • Perfect knowledge of the procedures of the main donors (ECHO-UN-EU-Italian cooperation)
  • Extensive proven experience in management, reporting and design of protection and/or education and/or child protection programmes
  • Introduction to the Middle Eastern Context
  • Perfect command of spoken and written English. Working knowledge of Italian and Arabic is a plus
  • Good oral and written communication skills, including the ability to communicate with different stakeholders and work as part of a team
  • Ability to work under stress, strong problem solving skills
  • Good computer skills with a high proficiency in Microsoft Word and Excel
  • Excellent organizational and reporting skills, precision, speed, reliability and the ability to manage and prioritize multiple tasks and meet tight deadlines.
  • Previous experience in developing a team and the ability to lead, motivate and develop the skills of others
  • Willingness and ability to be flexible and patient when challenged by difficult and frustrating working conditions
  • High degree of responsibility, taking initiative, emotional stability
  • Prepared to live and work in an uncertain security environment
  • Demonstrated awareness and sensitivity to gender and diversity. Ability to live and work in diverse cultural contexts. Ability to make accurate self-assessments.

Salary according to experience and TDH IT salary scale. Since the advertised position is unsupervised, TDH is not responsible for providing benefits to the family members of the selected candidate.
