JOB SUMMARY

The Financial Coordinator works under the Country Representative and the Regional Financial Manager. The Financial Coordinator is responsible for all aspects of the financial management of the country program and ensures compliance with MG’s internal policies and procedures, as well as donor regulations.

MAIN TASKS AND RESPONSIBILITIES

  • Review and approve financial transactions for Med Global field activities in the region, as applicable (including vouchers, advances, wire transfers, etc.).
  • Ensure that financial and accounting activities are carried out in accordance with MG Field Accounting Policy and International Accounting Standards.
  • Represent the Finance department at MG management meetings and field operations.
  • Provide support to the Base Manager and Program Managers as needed regarding financial policies, practices and related areas
  • Supervises the financial staff and ensures that daily tasks are performed, such as recording all cash transactions, checks and bank transfers, maintaining cash and bank records, reviewing advances and expense reports, reconciling cash and bank accounts on a monthly basis.
  • Ensure sufficient cash flow for business operations and the security of financial resources at head offices and branch offices.
  • Ensure that all financial reporting obligations are met in relation to applications for funding, grants, contracts and other initiatives.
  • Monitor and process daily payments/transactions/pre-approvals. Ensure accurate calculation and proper authorization and documentation, as well as compliance with MG/donor procedures and transactions.
  • Responsible for all bookings in general ledgers and not sure if there is no backlog and if they are uploaded to QB on time.
  • Rate the submissions in QB posted by HQ.
  • Maintain banking relationships and plan and monitor the country’s cash flow requirements to ensure smooth implementation of MG programs.
  • Management and supervision of MG bank accounts and cash within the office.
  • Update and submit monthly detailed BVAs to the regional PM&CR in a timely and accurate manner. This includes forecast to end of project period, any major variances or concerns, variances from previous month, variances in donor report and other financial information.
  • Provide assistance with donor, external and internal audits.
  • Participate in the year-end process and documentation, including reconciliations.
  • Supervise subordinates of the financial staff at the field office in accordance with the organizational chart.
  • Responsible for supervising and reporting to subcontractors as assigned by the supervisor.
  • Contribute to updating policies in the country when necessary and organize training on changes
  • for PMs in the field device when there is a need to update applicable local policies;
  • Provide partners with additional technical assistance as needed to maintain high compliance standards. Visit sub-grantees/partners and conduct spot checks of documents and systems and procedures reviews, including training on financial procedures.
  • Ensure that MG’s purchasing policies and procedures are followed for all goods and services.
  • Onboarding new staff and training financial and non-financial staff on financial policies and procedures in the field office.
  • Ensure all software files on the server are maintained, back up files regularly and advise staff on how to properly maintain the financial folder on the server.
  • Regular field visits and internal reviews/compliance audits, such as counting unexpected amounts, reviewing sample receipts, following up on previous month’s general ledger review issues, BVA deviations, filing system, etc.
  • Responsible for overseeing the proper filing system of all financial documents, journal entries/
  • registrations/allocations/advance payments etc.
  • Perform work outside normal office hours if necessary, without additional compensation to meet deadlines.
  • To conduct oneself, both professionally and personally, in a manner that reflects well on MG and does not jeopardize MG’s humanitarian mission.
  • Other duties as assigned by the supervisor.

  • Proactively ensure team members work in a safe environment and are aware of policies.

QUALIFICATIONS AND SKILLS

  • A BA/S or equivalent degree in accounting or finance is required.
  • Minimum 7 years of experience in progressive financial management, of which 5 years in NGOs with supervisory responsibilities.
  • Minimum 2 years of experience in grant management and knowledge of US Government regulations, EC, Global Affairs Canada, other bilateral donors, major private foundations and UN agencies are required.
  • Demonstrable experience and skills in preparing and analyzing budgets, preparing and presenting financial reports and the proven ability to translate technical financial data into informative reports.
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, accounts payable and balance sheet.
  • Previous management experience and strong organizational skills.
  • Advanced computer skills in MS Office programs, especially Excel.
  • Effective oral and written communication skills, multitasking, organization and prioritization skills.
  • Excellent oral and written skills in English are required; knowledge of Arabic is preferred.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
  • Previous experience in unsafe environments and travel to field offices
  • Excellent writing skills with the ability to write clear and accurate reports
  • Ability to plan and organize work independently with minimal supervision, paying attention to detail and completing planned tasks in a timely manner
  • Supervisory and management skills with proven ability to manage a demanding workload
  • Previous experience working for I/NGOs is an advantage
  • Proficient in computer applications (MS Word, MS Excel)
  • Fluent in both English and Arabic (written and spoken)
  • Knowledge of the program area is highly desirable
