Area Support Manager Ukraine Kiev – Ukraine

What we are looking for:

NRC Ukraine is seeking an experienced Area Support Manager to support the Area Programme Manager and Project Managers in implementing Support-related SOPs, in collaboration with the Country Office and other Support Departments. Responsibilities include ensuring compliance with guidelines, policies and risk mitigation measures, managing the Master Support Budget and providing input into donor proposals and reports. The role also ensures alignment of support functions with programme plans, optimises support costs, manages staff performance and may participate in fraud investigations or external representation as required.

The ideal candidate must reside in Ukraine or have the legal right to work there.

What you will do:

  • Advising and supporting the Area Programme Manager and the Programme Project Managers in the implementation of support related SOPs
  • Ensure strong coordination with the Country Office and other supporting departments of the regions and act as a focal point for this coordination.
  • Contribute to strengthening area-level implementation and adherence to supporting SOPs, guidelines, policies and procedures
  • Monitor the implementation of identified risk mitigation measures, including sampling in accordance with the anti-corruption risk assessment
  • Under the guidance of the Country Office, ensure compliance with the Securing Supporting Documentation (SSD) and Country Office data management
  • Lead the development and regular updating of the Master Support Budget at Area Office level
  • Operational/supporting input for donor proposals and reports as required
  • Coordinate and align operational support with program plans at the Northern Area level, ensuring that procurement plans, HR plans and expenditure plans for each project are in order.
  • Drive operational/support cost optimization at the Northern Area level
  • Performance management of relevant support staff, including formulating work and development plans and conducting staff appraisals
  • If necessary, lead a structural assessment for support departments at area level
  • Under the direction of the Area Manager and Head of Support (Country Office), participate in the investigation of allegations of suspected fraud or misconduct and prepare the required reports
  • At the request of the Area Manager, represent NRC externally in the various forums
  • Any other tasks delegated by the Area Manager.

What to bring:

  • Minimum 4 years of experience in a middle management position, preferably in a humanitarian/early recovery context.
  • Bachelor’s or Master’s degree in a relevant field (Humanitarian Management, Business Administration, Development Studies, Finance, Human Resources, Supply Chain or similar).
  • Documented results related to the responsibilities of the position.
  • Excellent communication, interpersonal and reporting skills, both written and verbal.
  • Flexible, adaptable and good at solving problems.
  • Knowledge about one’s own leadership skills/profile.
  • Fluent written and spoken English is required; Ukrainian and/or Russian language skills are a plus, but not required.
  • Knowledge of the context in Ukraine is an advantage.
