The CSO Platform for Reform is deeply concerned about the recent arrest of suspects and rescue of victims in connection with alleged child abuse, sexual exploitation and deviant Islamic teachings at Global Ikhwan Services and Business (GISB) Holdings.

The CSO Platform for Reform expresses its support for the swift action of the police to expand the investigation nationwide and worldwide and for the Ministry of Social Affairs to provide immediate assistance to these children.

While the allegations against GISB are deeply concerning, law enforcement agencies are urged not to detain individuals without trial under the Security Offences (Special Measures) Act 2012.

It is reiterated that any investigation must adhere to the principles of justice and fairness. Law enforcement agencies are urged to conduct their investigations thoroughly, ensure that the rule of law is applied rigorously, without fear or favour, and leave no stone unturned to expose the extent of the abuses that have taken place.

Offenders must be held accountable for their actions. Any evidence found must withstand scrutiny for successful prosecution in court.

At the heart of this problem is the gross violation of children’s rights. CSO Platform for Reform firmly supports the principle that the best interests of children must come first.

Under the Child Act 2001 and the Convention on the Rights of the Child, Malaysia is obliged to ensure the protection, care and respect for the rights of children without violence, exploitation or harm.

Survivors of these alleged abuses must receive comprehensive care, including access to medical, psychological and social support to promote their recovery.

Furthermore, we must ensure that no child in an institution is exposed to such harmful conditions again.

We urge that this inquiry be not only thorough, but also provide impetus for the broader reforms needed to protect vulnerable people, particularly children, in institutional settings.

The CSO Platform for Reform believes that this case should be a wake-up call for law enforcement agencies to step up their monitoring and investigation of childcare institutions, especially since police reports have been filed against GISB since 2011.

There is a need for greater oversight of all schools and boarding schools run by private parties or religious groups so that they are fully subject to the law.

We call for the oversight and regulation of such institutions to ensure they provide safe, nurturing environments for children. – CSO Platform for Reform
