General description of the program:

GOAL has been active in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL works in Idleb Governorate, both through direct implementation and through partners, delivering food, non-food programmes to highly vulnerable populations and providing water, sanitation and hygiene (WASH) through support to water units, as well as emergency assistance to recently displaced households.

GOAL has been active in the North Aleppo Governorate since 2019, both through direct implementation and through partners. We provide food and other programs to highly vulnerable populations, and emergency assistance to recently displaced households.

Purpose of the job:

To support the effective functioning of the GOAL Syria Procurement Department by carrying out timely and efficient procurement for the GOAL Syria programme activities, in accordance with GOAL policies and procedures and relevant donor requirements and in the spirit of obtaining best value for money (VFM).

Tasks, objectives and powers

  • Ensure that all procurement procedures at the offices in Idlib are followed effectively, in accordance with the GOAL Logistics Manual and relevant donor requirements.
  • Prepare electronic and paper procurement files for each PR (requisition form) and ensure all relevant documentation is archived, original and scanned copies, in accordance with the GOAL Procurement Manual and internal audit requirements.
  • Process the assigned PRs according to the procedures of the GOAL Procurement Manual/Procurement Chart.
  • Analyze the specifications of the required supplies, work or services and find potential, reliable suppliers who can meet these specifications.
  • Ensure all suppliers have completed the (ATSC), are in accordance with the procurement process and are up to date.
  • Check all BAs and related documents and submit them for review to the Proc Manager or Coordinator. Ensure that the necessary signatures for approval are collected from the programs, budget holders and the finance department. In addition, arrange the PCOMs in time.
  • Review all purchase orders/contracts for all purchasing staff before sending them to budget holders for signature.
  • Ensure that all selected suppliers are registered on the GOAL Syria supplier list and update it if necessary.
  • Assist the purchasing manager in managing the purchasing email and keep a close eye on it.
  • Complete all financial documents, obtain necessary signatures for approval and ensure payment is made to the supplier.
  • Track the status of all PRs in an Order Tracking System (OTS).
  • Conduct regular critical analysis of all assigned GOAL suppliers based on criteria of reliability, quality and prices of goods offered, general conditions, after-sales service offered and guaranteed warranty.
  • Assist the purchasing manager in conducting market research and finding new suppliers.
  • Assist other departments in finding all information about the materials to be purchased and the available specifications and perform a market analysis.
  • Follow up the rental of all offices, warehouses and buildings with the logistics department.

Other tasks:

  • Contribute to the bi-weekly purchasing report with information on purchasing updates.
  • General tasks to support the overall process and daily tasks of the Purchasing department.

Requirements (essential)

  • Has a university degree (engineering, economics, business administration, management and humanities or relevant).
  • At least 3 years of relevant work experience in the purchasing and logistics sector.
  • Minimum 2 years of experience in the purchasing sector at NGOs.
  • Trainings relevant to logistics and purchasing, in particular the Supply Chin training.
  • Minimum 2 years of management experience.
  • Ability to understand and implement organizational and donor policies.
  • Strong computer skills in Microsoft packages including Excel, Word and Outlook (with particular emphasis on Excel).
  • Ability to manage a varied workload and prioritize in a dynamic work environment.
  • A flexible attitude to work and the willingness to take on additional tasks, work extra hours or work weekends if necessary.
  • Excellent attention to detail.
  • Proficiency in writing, speaking and working in English and Arabic.

  • Diplomacy and negotiation skills.
  • Basic technical knowledge in the field of humanitarian logistics (e.g. ICT, mechanics, construction, electricity, water, sanitation and hygiene or other).
