Economic recovery program manager – Ukraine

Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote sustainable solutions for displaced populations.

The DRC has been operating in Ukraine since 2014, currently has more than 800 employees in Ukraine and will continue its significant scale-up in 2024 to implement emergency assistance in the Protection, Livelihood, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (Humanitarian Mine Action) sectors. , using direct interventions, support to duty bearers and civil society organizations (CSOs) and partnerships with civil society organizations. The overall purpose of the role:

  • Under the leadership of the Area Manager, the Economic Recovery Program Manager will oversee the implementation of economic recovery activities in the DRC Southeast Regional Office, including rural livelihood assistance, financial assistance and coaching to MSMEs, as well as the provision of vocational training and employment. appropriate.
  • He/she will be responsible for the management, supervision and technical guidance and support of the Economic Recovery Team.
  • He/she will also be responsible for the planning and follow-up of economic recovery activities, including coordination with other departments in the DRC.
  • He/she will participate in coordination meetings and represent the DRC in relevant fora.
  • He/she will work in the DRC’s Dnipro office, with field activities in Dnipropetrovsk and Zaporizhia Oblasts (GCA).
  • The Economic Recovery Program Manager is line managed by the Area Manager and technically supervised at country level by the DRC Economic Recovery Coordinator.

Your main responsibilities will be:

Program management:

  • Project management and implementation for all economic recovery activities in Area East, in line with DRC project cycle management standards.
  • Coordinate, plan and monitor all project activities related to economic recovery, including but not limited to: rural livelihood assistance, financial assistance and coaching for MSMEs, and provision of vocational training and job matching.
  • Liaise and coordinate with DRC partner organizations implementing economic recovery projects.
  • Ensure the highest quality of sectoral interventions and coherence between ongoing and proposed projects, in line with the overall strategy.
  • Take charge of programming around high-quality and timely delivery of progress reporting, in synergy with other DRC interventions in the area.
  • Formalize and develop project-related operational tools and training modules as required by the projects.
  • Provide overall budgetary monitoring, financial management and cost control for program activities, including compliance with minimum DRC and donor requirements.

Accountability and reporting

  • Oversee knowledge sharing between teams and ensure MEAL results are understood and used to improve project and program implementation.
  • Provide input for monthly, quarterly and annual donor reports.
  • In accordance with DRC guidelines, monitor and recommend relevant accountability initiatives in projects and strengthen efforts to document the impact of activities.
  • Ensure compliance with internal and external reporting requirements, including procurement.

Program development and strategy

  • Use MEAL insights to recommend and develop evidence-based projects
  • Encourage the development and growth of economic recovery projects within the DRC’s strategic objectives by contributing to concept notes and proposals.
  • Contribute meaningfully to strategy development at area and national level.

People management.

  • Recruitment and line management of economic recovery staff.
  • Provide regular constructive feedback to direct reports and support direct reports in the performance management of their team members.
  • Assess training and development needs within the Economic Recovery Team, develop and implement capacity building plans.

Coordination and representation:

  • Ensure positive working relationships and coordination with relevant economic recovery actors in intervention areas, and UN agencies such as UNDP and FAO.
  • Collaborate with donors, government counterparts and other stakeholders.
  • Represent the DRC and actively participate in relevant sector and sub-sectors and working groups to represent the DRC as a leading economic recovery player in areas of operations.

As Manager, the job holder is responsible for the following:

  • Responsible for achieving the strategic goals and objectives of the DRC within the area of ​​responsibility.
  • Responsible for making key decisions about what the unit does: its purpose, functions and role, and for making commitments and decisions that require significant unit resources.
  • Responsible for the people management of direct reports, usually at least 3 employees. This includes hiring and firing, goal setting, probation, performance appraisal, staff development, managing performance, including poor performance.
  • Responsible for making good decisions based on DRC policies, MOPs, standards and the advice of technical experts in the DRC.
  • Responsible for promoting safety, the code of conduct and operational compliance with the safety regulations in one’s own behavior and that of teams.

About you

To be successful in this role we expect you to have a minimum of 3-5 years of demonstrable experience implementing Economic Recovery or Livelihoods projects and a minimum of 2 years of experience in people management. In addition, we also expect the following:

  • Experience managing cash programming is required.
  • Proven experience in complex emergency and recovery contexts.
  • Proficiency in English is mandatory.
  • Excellent reporting skills.
  • Degree in business administration, economics, agriculture, social sciences, humanities or other related fields. An advanced degree is preferred, with a bachelor’s degree accepted if accompanied by additional significant work experience.

Desired

  • Proficiency in the Ukrainian or Russian language is a plus.
  • Experience in carrying out humanitarian interventions through and in coordination with implementing and local partner organizations is an asset.
  • Excellent writing and editing skills for external audiences (including governments and donors).
  • Experience producing high quality technical materials (training materials, program tools, proposals, strategic documents, etc.).
  • Experience working with monitoring, evaluation and learning.
