Field MEAL Manager – Syrian Arab Republic

Bahar Organization is an independent non-profit and non-governmental organization that provides humanitarian assistance to vulnerable people without any form of discrimination. BO is active to respond to the needs and basic needs of the humanitarian crisis in Syria, among the affected communities caused by the conflict. The basic principles of BO’s activities are to improve the basic living standards of the affected population by providing needs-based humanitarian assistance.

Scope of role:

The primary purpose of this role is to lead efforts to ensure the quality and accountability of Bahar’s implemented projects.

The Field MEAL Manager will use his/her significant experience and innovative ideas to lead the implementation, assessment and evaluations of the MEAL system, and recruitment processes, and provide support for logframe development. This role will ensure that all projects undertaken by Bahar maintain high standards of quality, effectiveness and suitability.

Located in: NES / Ar-Raqqa.

Reports to: Country Director – Erbil

Employees reporting under this item: MEALS officers, accountability officers.

Responsibilities:

MEAL System Design:

  • Lead the development and oversee the implementation of the MEAL system at the submitted level, ensuring accountability to donors, beneficiaries and various stakeholders.
  • Maintain strong relationships with colleagues and provide necessary support to ensure understanding and adoption of the MEAL system at the field level.
  • Ensure good coordination with the submitted program team and other departments.
  • Work closely with field program teams to integrate MEAL as a fundamental part of project implementation, improving quality, accountability, management and impact.

Reporting:

  • Document examples of good practices and challenges in monitoring and accountability.
  • Document lessons learned and recommendations.
  • Identifies and introduces innovative components, such as systems, tools and processes, needed to improve the MEAL system at the field level. Oversees the management of these developments and coordinates the efforts of the Filed MEAL team members.
  • Responsible for ensuring the timely production of MEAL reports and meeting data requirements with high quality information, including monthly and quarterly reports and total direct and indirect reach data.
  • Receive regular field monitoring and accountability reports from MEAL officers in the field. Ensure that MEAL plans and systems are integrated into these reports and consistently monitored and assessed.
  • Ensures external accountability to donors through the implementation of timely and high-quality MEAL activities leading to timely and accurate reporting.

Personnel management and development:

  • Lead the MEAL team responsible for the Bahar intervention in NES and encourage cooperation and unity among MEAL members in various projects in NES.
  • Supervise the recruitment process for suitable MEAL personnel in NES.
  • Ensuring the effective operation of the MEAL system, providing the necessary support and resources to the team, and establishing clear communication channels between submitted MEAL and other NES departments.
  • Provide assistance to the MEAL team, providing leadership oversight and troubleshooting in case of obstacles.
  • Set clear expectations, provide guidance, and provide technical assistance as necessary to enable MEAL personnel to effectively fulfill their responsibilities.
  • Evaluate and manage the performance of direct reports within the MEAL unit through performance reviews, coaching, mentoring, and facilitating training and development opportunities.
  • Develop and manage a comprehensive MEAL training program at the field level, with the aim of increasing the capacity and understanding of MEAL among all personnel.

Qualifications

  • A degree in social development, computer science, data management, engineering, statistics/research methods or equivalent.

  • Proficiency in MS Office applications (Word, Excel…)

  • Must be able to maintain the highest level of confidentiality regarding work-related information and data.

  • At least three years of work experience as a manager.

  • Experience in a similar position or equivalent of at least one year.

  • Experience with collecting, analyzing and managing data.

  • Excellent computer knowledge with proficiency in MS Excel, MS Word and Power-Bi.

  • Willingness to work at a location other than what is stated in the contract.

  • Willingness to work extra hours if necessary.

    Evaluation criteria

  • Performance/relationship with the NES Program Director and Program Director.

  • Management performance based on feedback from department staff.

  • Technical performance of the department based on internal and external feedback, evaluations, especially from donors and partners.

  • Ability to demonstrate success in fulfilling the responsibilities included in the JD for this position.
