Organizational setting and working relationships
The Data Management Associate is normally supervised by a professional staff member who provides the incumbent with general guidelines and work plans. The incumbent works completely independently, under the supervision of the supervisor. He/she can directly manage support staff.
Contracts are mainly with colleagues at the same location to exchange information and discuss work plans. There are external contacts with national and local authorities for data collection and exchange.

Tasks
– Manage the use, maintenance and technical support of databases used in the operation, including planning and supervision of data collection, entry and verification; production of standard and ad hoc reports.
– Generate statistical reports based on the standard reporting formats and ad hoc reports, graphs and tables as required by management.
– Provide training to UNHCR staff and staff of implementing partners in relevant aspects of data management where necessary.
– It may be necessary to coordinate with GIS colleagues to ensure data collection is compatible with GIS.
– Archiving and backup of database systems; ensure the security of databases; perform database administrator functions.
– Assist in the development of new applications/databases required by UNHCR offices/units in the area of ​​their responsibilities to carry out their duties smoothly.
– Ensure customer databases are up to date by identifying and tracking what is relevant and accurate in an accessible manner.
– May be required to support registration activities, including ProGres technical support and on-site assistance.
– May be required to support voluntary repatriation activities, including reconciliation of VolRep data from the asylum country and reception centers, verification of Voluntary Repatriation Forms (VRFs), and coordination with VolRep Centers (VRCs) on information issues.
– Develop forms and tools for data collection and analysis.
– Have access to relevant data and files.

– Support the identification and management of risks and seek to seize opportunities that impact accountability objectives. Ensure risk decision-making based on the functional area of ​​work. Raise risks, issues and concerns with a supervisor or relevant functional colleague(s).
– Perform other related duties as required.

Desired candidate profile

Essential
2 years in data collection, data analysis or statistical field. Understanding different data collection methods. Familiarity with planning, programming, strategic planning, project development and resource mobilization. Solid general computer knowledge, including proficiency in various MS Office applications, SQL Server Management, PowerBI, Visual Studio, email/internet; familiarity with database management and use of applications; and office technology equipment.
Excellent communication skills (oral and written); excellent drafting, phrasing, presenting and reporting skills, as well as efficiency in tailoring communications and messages to different audiences. Ability to work professionally and effectively and adapt in a challenging environment; the ability to work effectively in a multicultural team of international and national staff, promoting team spirit and mutual support among team members.

Desirable
Experience with data analysis in development or humanitarian contexts. Understanding the principles and concepts of international protection and UNHCR. Experience collecting and analyzing data in field situations. Experience working with partners including host and donor governments, humanitarian and development partners. Knowledge of international protection, human rights and international humanitarian law. Insight into the civil registry and other national population registration systems. Experience working with or in national statistical agencies. Experience providing technical support to team members and on-site assistance. Assist in supervising staff and delegating activities on a daily basis. Providing assistance in implementing organizational strategies and methodologies for populations of concern. Provide decisions and accountability regarding daily activities.

G6 – Salary range: NET 8,652.86 RON – NET 10,969.84 RON.

Annual Leave: UNHCR staff members on temporary assignment accrue annual leave of 1.5 working days for each full calendar month of service (i.e. 18 working days per year).
