Economic Recovery Coordinator – Ukraine

Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote sustainable solutions for displaced populations.

The DRC has been operating in Ukraine since 2014, currently has more than 800 employees in Ukraine and will continue its significant scale-up in 2024 to implement emergency assistance in the Protection, Livelihood, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (Humanitarian Mine Action) sectors. , using direct interventions, support to duty bearers and civil society organizations (CSOs) and partnerships with civil society organizations. DRC will continue its sustainable solutions portfolio and adapt it to the changing context.

DRC is currently looking for one Economic recovery coordinator for its activities Kiev (with frequent trips to field locations).

The overall purpose of the role:

The Economic Recovery Coordinator will lead the strategy and development of this portfolio, supporting its implementation through technical guidance, capacity building of staff and teams, and harmonization of tools and approaches across country offices, and maintaining up-to-date knowledge of economic recovery . data and information to support displaced and affected populations.

The general objective of the Economic Recovery sector Unpleasant building the individual self-reliance and resilience of people affected by conflict and displacement. The sector focuses on addressing immediate unmet needs through direct assistance, while supporting people concerned about their recovery or developing new means to generate an income. Your main responsibilities will be:

Coordination and representation

  • Collaborate with relevant internal and external technical experts on issues related to economic recovery
  • Represent the DRC at relevant coordination meetings (FSL Cluster, Technical Working Groups, etc.)
  • Ensure integration of economic recovery activities with other sectors in the DRC
  • Coordinate with sector colleagues at other locations in the implementation of jointly financed projects
  • Ensure good representation and reputation of the sector at all levels
  • Actively participate in internal coordination meetings
  • Arrange and actively participate in regular sector meetings
  • Working closely with the Head of Programs and the Country Director, identify and direct advocacy messages and/or action items at the national level through the analysis of input from field operations in the DRC and other primary sources regarding the situation of the displaced in Ukraine.

Sector strategy and technical supervision

  • Lead in the design and implementation of DRC Ukraine’s economic recovery vision and associated strategy guiding programmatic design
  • Lead in the design and quality of DRC Ukraine’s economic recovery programming and provide guidance/support to achieve timely economic recovery results
  • Lead in the design and implementation of relevant tools, assessments, SOPs, guidelines, etc. that support implementation as high-quality and evidence-based economic recovery programming
  • Support the effective implementation of the economic recovery program
  • Ensure harmonization of economic recovery tools and approaches across offices
  • Support the use of market assessment and analysis and the adoption of market systems approaches to achieve economic recovery outcomes
  • Provide oversight of the technical aspects of the economic recovery staff’s work and identify training needs
  • Support the development of economic recovery expertise in every sector and support the national workforce capacity building agenda.
  • In collaboration with Area/Base Managers, support the recruitment of economic recovery personnel.
  • Provide regular support to program teams for project implementation, assist in addressing challenges and issues and ensure high and standardized levels of quality across all areas and projects

Project development and reporting

  • Identify economic recovery gaps and opportunities for economic recovery interventions in the DRC.
  • Participate in market-based assessments of economic recovery as appropriate.
  • Assist in developing project plans and budgets for financing, supporting economic recovery proposals and reports
  • In coordination with the DRC Grants Department, supporting the development/assessment of high quality proposals and reports
  • Lead in the development of the projects’ monitoring and evaluation tools in coordination with the MEAL department
  • Support fundraising from donors in the field of economic recovery; identify opportunities for new and alternative financing flows (including market-based solutions)

About you

To be successful in this role we expect you to possess this minimum 3-5 years of practical experience in economic recovery (food security, financial inclusion, decent livelihoods), working for an INGO. In addition, we also expect the following:

  • University degree in relevant field; master’s degree is preferred
  • Strong command of market systems approaches
  • Demonstrable experience in both development and crisis situations. Previous experience in post-Soviet and/or middle-income countries is a plus.
  • Documented skills in project planning and design, drafting, calculation and technical writing
  • Excellent proficiency in MS Word, Excel and PowerPoint
  • Experience with project development
  • Experience working with national partners, local/government authorities and UN organizations
  • Full professional command of English and fluent Ukrainian are a distinct advantage

We offer:

  • Contract duration: One year contract, subject to performance and funding, upon successful completion of a 3-month trial period
