West Seneca resident arrested for possession and promotion of child sexual exploitation material following ICAC investigation

On October 8, 2024, the Bureau of Criminal Investigation (BCI) stationed at SP Clarence arrested 34-year-old Richard I. Kelly of West Seneca, NY.

Kelly was charged with promoting a sexual performance by a child (D-felony), possessing a sexual performance by a child (E-felony) and acting in a manner harmful to a child (a misdemeanor).

The investigation was conducted by SP Clarence BCI and the Troop ‘A’ Computer Crimes Unit, in collaboration with the NY State Internet Crimes Against Children (ICAC) Task Force.

Kelly was arraigned in West Seneca District Court.

The mission of the ICAC Task Force is to identify individuals online who attempt to lure children to each other for sex and/or who distribute child sexual abuse material. The Internet Crimes Against Children Task Force Program (ICAC Program) helps state and local law enforcement agencies develop an effective response to technology-facilitated child sexual exploitation and Internet crimes against children.
