Organizational context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). IFRC has a zero-tolerance policy towards conduct inconsistent with the objectives of the Red Cross and Red Crescent, including sexual exploitation and abuse, sexual harassment and other forms of intimidation, abuse of power, discrimination and lack of integrity (including but not limited to to financial misconduct). IFRC also adheres to strict child protection principles.

An earthquake measuring 6.8 on the Richter scale struck Morocco on September 8, 2023, killing and injuring thousands of people and causing widespread destruction. The Moroccan Red Crescent Society (MRCS) responded immediately, providing first aid and psychosocial support, helping transport the injured to hospitals, evacuating people from damaged buildings and ensuring dignified funeral management. Through this appeal, the IFRC is supporting the MRCS to meet the immediate and early recovery needs of 500,000 affected people.

Priorities include providing food and safe water, essential household items, shelter support, health and mental health assistance, and financial assistance.

Another key focus for MRCS is to work with the community to increase resilience, especially through the Community Based Disaster Risk Reduction (CBDRR) approach. As part of the Road Map to Resilience, MRCS will first conduct enhanced Vulnerability and Capacity Assessments (eVCA) to support communities before supporting communities in establishing PoA and monitoring these activities. To support the MRCS in the implementation of the eVCA, IFRC is looking for a Delegate for Disaster Risk Reduction (DRR). to be established TaroudantMorocco. Depending on needs, the position holder will be required to travel to Marrakech regularly. IFRC works in an integrated manner with MRCS and its partners. The German Red Cross is the technical lead for CBDRR. IFRC supports the implementation of these CBDRR activities in the provinces of Taroudant. MRCS has the role as a movement covenant for operational field response and coordination between movement partners. This position reports directly to the Taroudant IFRC Field Coordinator, with a technical line reporting to the HDCC Climate and Resilience Unit of the IFRC MENA Regional Office, and close coordination with the Coordination Lead who is part of the German Red Cross.

Purpose of the task

This role supports MRCS in the implementation and follow-up of Community-Based Disaster Risk Reduction (CBDRR) initiatives, while guiding the planning, implementation and monitoring of the Roadmap to Community Resilience through eVCA activities. In addition, the position helps manage the entire project cycle, ensuring effective planning, implementation, monitoring, evaluation, accountability and learning of community resilience and CBDRR activities.

Tasks and responsibilities

Support MRCS in all phases of the project management cycles and ensure effective technical quality of CBDRR activities in Taroudant

  • Support MRCS in planning and implementing CBDRR and Community Resilience activities as part of the earthquake recovery programme.
  • Ensure that appropriate monitoring and evaluation criteria are applied to measure progress against set goals and to support evaluation, accountability, learning and communication activities related to CBDRR.
  • Develop and manage program budgets in accordance with established IFRC financing procedures, systems and budget review planning.

Provide CBDRR technical support to MRCS

  • Provide technical support to the team, especially the CRO (Community Resilience Officer).
  • Provide ongoing training for MRCS staff and volunteers involved in CBDRR activities.
  • Search and collect relevant hazard and risk information for the province to inform both eVCA facilitation and operational planning.
  • Provide logistical and technical support to conduct eVCA facilitator training and ensure quality standard is met.
  • Ensure that the implementation of Taroudant eVCA is aligned with the broader MRCS community-based DRR work coordinated and led by the German Red Cross.
  • Lead the development of a comprehensive plan for eVCA implementation in Taroudant, which includes risk management, communications and logistics.
  • Maintain communications and frequent updates with other earthquake operations units (i.e. CVA, Livelihood, CEA, Shelter, WASH, PGI etc.) in support of eVCA action plans.
  • Ensure proper collection of eVCA data during eVCA implementation. Ensure local government support and involvement is facilitated during eVCA delivery.
  • Collect lessons learned from eVCA implementation to inform and improve eVCA delivery in the MENA region.

Coordination and partnerships

  • Work closely with the CBDRR Earthquake Recovery focal point, led by the German Red Cross.
  • In coordination with the IFRC MENA Regional Office technical line management, ensure that appropriate standards and approaches are used to implement the IFRC Road Map to Resilience and the eVCA.
  • Ensure close coordination with the IFRC Regional Office thematic focal points, including regular meetings and updates, sharing lessons learned and participation in regional capacity development activities such as the Climate and DRR Community of Practice.
  • Identify and support MRCS to work with local partners, who can support the development of eVCA action plans.

Based on need, the position can participate through Disaster Risk Technical Support for IFRC and MRC operations

  • Collect and document hazard and risk information for Taroundant Province and support the integration of climate-smart disaster risk reduction into operations.
  • Identify opportunities and partnerships for future DRR work that could contribute to the longer-term early recovery strategy.
  • Support the development of recovery plans by ensuring that a strong DRR lens is incorporated as well as community input generated by eVCA implementation.

Monitor the development and implementation of country-level DRR activities to ensure alignment, including training, technical tools, guidelines and other relevant initiatives.

Education

  • University degree or advanced degree in a relevant field. Required

Experience

  • Minimum 3-5 years in designing and implementing Community Resilience and community-based programs. Required
  • Excellent knowledge of DRR and proven technical experience with CBDRR. Required
  • Demonstrated experience in designing and facilitating successful capacity building activities for staff and volunteers. Required
  • Proven experience with national and/or local partner organizations; Red
  • Cross/Red Crescent experience. Preference
  • Experience with program management, including planning, monitoring, evaluation and reporting. Required
  • Experience in the MENA region. Preference
  • Experience with CVA programs, methodology. Preference
